N.J.S.A. 44:8-107 et seq., provides for the creation of a Local Assistance Board to administer public assistance within the Borough.

The Woodbine Local Assistance Board, composed of five members, is hereby created.

The members of the Woodbine Local Assistance Board shall be appointed by the Mayor with the approval of the Borough Council and shall serve without compensation except for their necessary and actual expenses.
One member shall be appointed from the Borough Council and shall serve a term of one year, and the other four members shall serve terms of four years each.

The duties of the Local Assistance Board shall be as set forth in N.J.S.A. 44:8-107 et seq., as amended.

The Board shall select a chairman from among its members, a secretary, and shall appoint a Director of Welfare, who shall be first executive and administrative officer of the Board. The Executive Director shall hold office for a term of five years from the date of his or her appointment and shall be paid such salary as may be fixed by the Local Assistance Board, subject to approval of the Borough Council. Other employees, as required, may be appointed with the approval of the Borough Council.

The duties of the Director of Welfare shall be as set forth in N.J.S.A. 44:8-107 et seq., and in particular N.J.S.A. 44:8-118.

The Mayor and Council deem it in the best interest of the municipality to create a Board of Recreation Commissioners for the purpose of administering and expanding recreational facilities and activities in the Borough.

There is hereby created a Board of Recreation Commissioners of the Borough of Woodbine pursuant to N.J.S.A. 40:12-1, et seq., whose membership powers and duties shall be as further set forth in this section. The Board may recommend to Mayor and Council the appointment of a part-time Recreation Director for a term not to exceed one year, at a salary to be fixed by ordinance.

a. 
The Board shall consist of seven members, appointed by the Mayor, all of whom shall be citizens and residents of the Borough.
b. 
Members shall receive no compensation for their services.

a. 
All appointments shall be for five years.
b. 
Vacancies shall be filled for the unexpired term only. Members shall serve until their respective successors are appointed and shall qualify.

The Board shall have regular meetings at least once a month and shall hold additional meetings at such times as may be considered necessary to transact business. The presence of four voting members of the Board at the meeting shall constitute a majority and this majority shall constitute a quorum for the purpose of conducting business at any meeting. If less than four voting members attend any given meeting, the lesser number may call the meeting to order and adjourn the meeting. In the event that any member of the Board fails to attend 60% of the regular monthly meetings within any calendar year, or fails to attend any one of three consecutive monthly meetings, or fails to be present for the major portion 60% of the agenda of each of three consecutive meetings, then said member may be removed as a member of the Board by a majority vote of the remaining members of the Board.

a. 
To provide funds in whole or in part to improve, maintain and police playgrounds and recreation places in the Borough, the Board may arrange and provide for the giving of exhibitions and plays, concerts, games or contests, and may use the Borough's playgrounds or recreation places in connection therewith.
b. 
The Board may charge and collect a reasonable admission fee for each person entering a playground or recreation place as a spectator when it is being used for such special events. However, the Board may not use a playground or recreation place for such purpose for a greater period than a ratio of one hour to every two hours of each day during which the playground or recreation place is utilized nor more than 16 hours in any one calendar week. No admission fee shall be charged or collected from children under 12.
c. 
The Board may charge and collect a reasonable service charge for persons using, as participants, special areas and facilities, which require special maintenance and the use of which is restricted to relatively few people, to assist in meeting the operating costs thereof in whole or in part.
d. 
The Board is authorized to prepare the applications for, and to apply for and receive in the name of the Borough, any grants or other money available for the purpose of acquiring, equipping or maintaining playgrounds or recreation places.

a. 
The Board shall have full control over all lands, playgrounds and recreation places acquired or leased under the provisions of this section.
b. 
The Board may adopt suitable rules, regulations and by-laws for the use of those facilities, and the conduct of all persons on or using them.
c. 
Any person who shall violate any of these rules, regulations or bylaws shall be deemed and adjudged to be a disorderly person.

a. 
The Mayor and Council shall annually fix, determine and appropriate a sum sufficient for the care, custody, policing and maintenance of such playgrounds and recreation places, and for the expenses of the Board, which shall be raised by taxation in the same manner as other taxes.
b. 
The Mayor and Council shall provide a suitable meeting site for the Board.

a. 
The money necessary to pay for lands acquired or leased for playgrounds and recreation places, and for providing and equipping the same, from time to time, may be raised in the manner provided in N.J.S.A. 40:12-8.
b. 
All money received by the Board shall be paid over to the Chief Financial Officer/Treasurer and be kept by him or her in a special fund, which shall be under the control of the Board and used only for the purpose of defraying the expenses of improving, maintaining or policing the playgrounds and recreation places and for other expenses of the Board.

There is hereby created a Board of Health to function in the Borough of Woodbine.

The Board of Health shall consist of seven members each of whom shall serve for the term of three years.

Members of the Board of Health shall be appointed by the Mayor with the advice and consent of Council.

The members of the Board of Health shall serve without compensation.

The Board of Health shall have such powers and perform such duties as prescribed by Title 26-3-1, etc., New Jersey Statutes.
