Except as hereinafter set forth, it shall be unlawful to operate, bring, park or leave a motor vehicle, of any type or description, in Block 75 of this Borough, known as Lincoln Park, with the exception of Longfellow Street, as extended and improved to the approximate center of the park.

Any motor vehicle left unattended, or inoperable in Lincoln Park, shall be removed from the park by the Borough and shall not be released to the owner thereof until all towing fees and fines in connection therewith have been paid. The Borough will assume no liability or responsibility with respect to the motor vehicle at any time.

Upon application to Borough Council, for a special event to be held at Lincoln Park, the Borough Council may issue a permit authorizing motor vehicles to enter the park. Such permission may be withheld in the sole discretion of Borough Council.

It shall be unlawful to litter Lincoln Park in any fashion. Any group or organization authorized to use Lincoln Park shall be responsible to remove all trash, litter and debris from the park within 24 hours after the termination of its use by the organization or group.

The prohibition of motor vehicles in Lincoln Park shall not apply to Borough employees or Borough contractors while performing any functions or services for the Borough.

The hours Lincoln Park shall be opened to the general public shall be as set forth from time to time by resolution of the Borough Council.

a. 
It shall be unlawful for any person or association of persons to take into or possess within the fenced in areas of the park any bottles of any type or description.
b. 
It shall be unlawful for any person or association of persons to take into or possess within the boundaries of the park any alcoholic beverage of any type or description except upon special permit of the Borough for special events to be held in the park.
c. 
It shall be unlawful for any person or association of persons to use or bring skateboards, tricycles, bicycles, motor bikes, roller skates or any other similar type of equipment, which might mar macadam surfaces, into the fenced in areas of the park.
d. 
It shall be unlawful for any person to enter upon the tennis courts or basketball courts wearing any type of footgear other than tennis shoes, basketball shoes or footgear having similar soft soles.
e. 
It shall be unlawful for any person or association of persons to allow or permit any dog or other animal owned or possessed by a person or association of persons to be within the fences in areas of the park.

Any person, firm, group, corporation, partnership or association of persons who shall violate any of the provisions of this section shall be subject, upon conviction, to the penalty as stated in Chapter 1, Section 1-5.
