The provisions of this Article imposing a time limit on parking
shall not relieve any person of the duty to observe other and more
restrictive provisions prohibiting or limiting the stopping, standing
or parking of vehicles as set forth in N.J.S.A. 39:4-138, my other
New Jersey statute or as hereinafter provided.
No person shall park a vehicle at any time upon any of the streets
or parts thereof described in Schedule I, attached to and made a part
of this chapter.
[Added by Ord. No. 26-1988]
A. No person shall stop or stand a motor vehicle at any time upon the
roadways or grounds of Gateway Regional High School, except in designated
parking areas. Said designated areas are defined by painted lines
on the parking surfaces or by signs appropriately placed. All vehicles
so parked shall be properly identified as shown on the current sketch
of Gateway Regional High School, attached hereto and incorporated
into the ordinance codified in this section as Exhibit "A," which
is on file in the office of the City Clerk.
B. In the event that any motor vehicle is parked in other than a designated
area on the premises of Gateway Regional High School, said vehicle
shall be towed at the owner's expense. The Woodbury Heights Police
Department has the express authority to have said vehicle removed
and it is understood that anyone parking in a nondesignated area is
hereby given notice that their vehicle will be towed away at their
own expense. Said towing is a permissible exercise of the police power
of the Borough of Woodbury Heights in that parking in violation of
this section has an adverse effect on the health, safety and general
welfare of the students, employees and visitors to the Gateway Regional
High School premises.
C. A fine of $25 shall be levied against any motor vehicle so parked
in a nondesignated area. Said fine shall be payable through the Municipal
Clerk of the Borough of Woodbury Heights. No court appearance will
be required unless at the insistence of the investigating officer.
No person shall park a vehicle between the hours specified in
Schedule II of any day (except Sundays and public holidays) upon any
of the streets or parts of streets described in said Schedule II,
attached to and made a part of this chapter.
No person shall stop or stand a vehicle during the times specified
in Schedule III of any day (except Sundays and public holidays) upon
any of the streets or parts of streets described in said Schedule
III, attached to and made part of this chapter.
No person shall park a vehicle for longer than the time limit
shown in Schedule IV at any time between the hours listed in said
Schedule IV of any day (except Sundays and public holidays) upon any
of the streets or parts of streets described in Schedule IV, attached
to and made a part of this chapter.
No person shall park a vehicle upon any of the streets or parts
thereof described in Schedule V, attached to and made a part of this
chapter, except at the angle designated and only within the painted
white stall lines.
[Added 4-15-92 by Ord. No. 3-92]
A. No person shall park a vehicle at any time upon any of the streets
or parts thereof described in Schedule XXI on school days between
the hours of 8:00 a.m. to 4:00 p.m., prevailing time, without first
having been issued a permit by the chief of police or his designated
or authorized representatives and without first having displayed,
in a prominent place on his vehicle, a decal, permit or other evidence
of the issuance of a permit theretofore issued. The chief of police
shall prepare written regulations for the issuance of all such permits
and submit same for approval to the public safety committee of borough
council for its approval.
B. Fees. A permit shall issue, in accordance with the provisions of
this subsection, only after payment of a fee in the sum of $5 therefor.
[Added 8-18-99 by Ord. No. 9-1999]
[Added 9-3-03 by Ord. No. 6-2003]
No person shall park a motor vehicle nearer than five feet of
a private driveway except whenever both the motor vehicle and driveway
involved are owned by the same person or whenever the motor vehicle
is owned by a member of the same household as the owner of the private
driveway or whenever the owner of the private driveway authorizes
the parking of a motor vehicle within such area. Nothing herein contained
shall be construed or interpreted to permit parking in front of a
public or private driveway contrary to N.J.S.A. 39:4-138(d) or to
permit such parking otherwise prohibited or when such parking would
otherwise interfere with the normal flow of traffic.
