(a) 
Closure shall be accomplished in accordance with a closure plan approved by the MDEP. The plan shall demonstrate how the closure plan mitigates hazards to public health, safety or the environment, monitors the effectiveness of the closure system, and requires a minimum of maintenance.
(b) 
The City shall be provided with closure contract documents prepared in accordance with the closure plan and a post-closure construction report in accordance with the solid waste facility permit, applicable regulations and any requirements imposed by the MDEP.
