There shall be a Board of Library Directors for the City as
provided by statute. The Board shall consist of nine Directors, who
shall be residents of the City, to be appointed by the Mayor, by and
with the advice and consent of the Council, and not more than one
Director shall be a member of the City Council.
The term of the Library Directors shall be three years, and
until their successors are appointed; terms shall be staggered so
that three terms expire each year, as provided by statute.
The special library tax shall be levied and collected each year
as is provided by statute.
The Library Directors shall select a president and secretary
as provided by statute, and such other officers as they deem necessary,
and shall meet at such times as the Library Board may determine, but
shall post notice of such official meetings as required by statute.
The Library Board shall have charge of the operation of the
City library, and of the expenditure of all library funds. Each year,
it shall file a report with the City Council, containing, among other
things, an itemized statement of the expenses anticipated for the
coming year, as required by statute.
The Board of Library Directors shall have the power to make
any reasonable rules and regulations governing the use of the library
and library facilities, and to exclude from the use of the library
any person(s) who wilfully violates the rules and regulations prescribed
by the Board.
