Occupants of structures and/or premises and owners or operators
of rooming houses shall be responsible for maintenance thereof as
provided in this chapter.
Every occupant of a building or part thereof shall keep that
part of the building or premises thereof which he occupies, controls
or uses in a clean and sanitary condition.
