The title of this chapter is the "City of Colby Year 2025 Comprehensive Plan Ordinance." The purpose of this chapter is for the City of Colby to lawfully adopt a Comprehensive Plan as required under § 66.1001(4)(c), Wis. Stats.
The City of Colby has authority under § 62.23(1), (2) and (3), Wis. Stats., to appoint a City Plan Commission and, under § 66.1001(4), Wis. Stats., to adopt this chapter. The City of Colby Year 2025 Comprehensive Plan must be in compliance with § 66.1001(4)(c), Wis. Stats., in order for the Common Council to adopt this chapter.
The City of Colby Common Council, by adoption of this chapter, adopted on proper notice with a quorum and roll call vote by a majority of the Common Council present and voting, provides the authority for the City of Colby to adopt the City of Colby Year 2025 Comprehensive Plan under § 66.1001(4), Wis. Stats., and provides the authority for the Common Council to order its publication.
The City of Colby Common Council has adopted written procedures designed to foster public participation in the preparation of the City of Colby Year 2025 Comprehensive Plan as required by § 66.1001(4)(a), Wis. Stats.

The City of Colby Planning Committee, by a majority vote of the entire Committee, recorded in its official minutes, has adopted a resolution recommending to the City of Colby Common Council the adoption of the City of Colby Year 2025 Comprehensive Plan, which contains all of the elements specified in § 66.1001(2), Wis. Stats. The Clark County Inventory and Trends Report, November 2003, was referenced as a support document for the development of this Plan.
The City of Colby has held a public hearing on August 4, 2009, on this chapter, with notice in compliance with the requirements of § 66.1001(4)(d), Wis. Stats.
