The Township of Hopewell, County of Cumberland, State of New Jersey is hereby designated as the agency exercising the powers of the Construction Official of the Township of Greenwich pursuant to the State Uniform Construction Code Act (N.J.S.A. 52:27D-119 et seq.).

The fee for a Construction Permit shall be the sum of the basic construction fee plus all applicable special fees and shall be paid before the permit is issued. Each fee shall be rounded up to the nearest dollar.
a. 
Plan Review Fee. The fee for a plan review shall be 20% of the Construction Permit fee.
b. 
Training and Certification Fees. The Department of Community Affairs training and certification fees shall be established by the State of New Jersey under the authority of the New Jersey Administrative Code to be computed on a per cubic foot volume for new buildings and additions and for all other construction shall be computed on a dollar amount per $1,000 of value of construction.
c. 
Building Subcode fees shall be:
1. 
New Construction.
(a) 
The fee for new construction shall be $0.034 per cubic foot of volume for buildings and structures, except see paragraph (b) below.
(b) 
The fee for new construction with unfinished interiors totaling 50,000 cubic feet of volume shall be $0.018 per cubic foot of volume for the 1st 50,000 cu. ft. and $0.015 for the remaining cu. ft. with a minimum fee of $82.
2. 
Exceptions.
(a) 
For renovation, alternations and repairs, $35 for the first $1,000 of estimate cost and $25 per $1,000 or fraction thereafter.
(b) 
Manufactured Homes. In accordance with N.J.A.C. 5:23-4.18(c), there are no fees for the factory built portion of the home. The fee shall be $100 per $1,000 of the estimated cost of site construction associated with the installation of the manufactured home.
(c) 
Farm use buildings exclusively used for agriculture purposes limited to the sheltering of livestock or storage of food. The fee shall be $0.010 per cubic foot of volume of the building or structure pursuant to the Farmland Assessment Act of 1964 with a maximum fee of $1,443 per structure.
3. 
Combination of Renovations and Additions. The amount shall be the sum of the fees computed separately as renovations and additions.
4. 
Demolition. Permit fees for demolition of buildings shall be as follows:
(a) 
Single family dwelling: $80.
(b) 
Garage: $80.
(c) 
Other use group: $150.
5. 
Special Permits.
(a) 
Swimming Pools.
(1) 
The fee for an above ground swimming pool shall be $125 for a pool with a surface area greater than 550 square feet; the fee in all other cases shall be $65.
(2) 
The fee for an in-ground swimming pool shall be $190 for a pool.
(b) 
The permit fee for a permit to construct and install a sign shall be $5 per square foot, provided that the minimum fee shall be $70. In the case of double faced signs, the area of the surface of only one side of the sign shall be used for purposes of the fee computation.
(c) 
Certificate of Occupancy.
(1) 
Residential: $55.
(2) 
Residential additions: $55.
(3) 
Residential storage buildings over 300 square feet: $55.
(4) 
All other use groups: $75.
(5) 
Granted pursuant to a change of use: $150.
(d) 
Certificate of Continued Occupancy.
(1) 
Residential: $35.
(2) 
All other use groups: $75.
(e) 
Relocate Building or Structure to New Location.
(1) 
Flat fee: $300. This section is applicable to structures exceeding 300 square feet plus applicable special fees.
(f) 
Reinstatement of Permit.

$50 applicable after one year of issuance date plus volume increase if applicable at time of reinstatement.
(g) 
Lead Abatement Fees.
(1) 
Permit: $100.
(2) 
Clearance certificate: $170.
(h) 
Asbestos Abatement.

Application for a variation for all use groups: $750.

a. 
An official 911 number shall be identified and assigned to every residential property in the Township.
b. 
The owner of any building or occupied lot for which an official property number is designated and assigned shall be required at his own expense to place the official number on the mailbox, at a point near where the driveway enters the street, or on the house visible from the road.
c. 
Number shall be at least three inches in height.
d. 
The cost of erecting and maintaining an address sign is the responsibility of the homeowner. Each landlord is responsible for the placement of the house numbers on the assigned property, and the notification to the tenants of the official 911 mailing address.
e. 
In those cases where there are more than one residence on a private road or common drive:
1. 
The house numbers shall be placed at the point where the private road enters the main road.
2. 
The house numbers shall also be placed on either the driveway from the private road, or on the house visible from the private drive.
f. 
Multiple buildings on a private road or lot shall be assigned letters beginning with "A" for the building closest to the public street. Each building shall also have the number and letter designation clearly posted in front of or on the structure. Where there are multiple apartment units in a single building or buildings on a lot, each apartment shall be assigned an individual 911 number which shall be posted on or immediately adjacent to the door. The cost of erecting and maintaining an address sign shall be borne by the owners of the building who are also responsible for notifying any tenants of their official 9-1-1 locatable mailing address.

Village Area. All numbers shall be displayed as follows:

Display number at the point where the driveway enters the street, only when the house is remotely located from the street and the number is not visible.

Non-Village Area. All numbers shall be displayed as follows:

If the mailbox is located across the street from the residence, then display the number again, either at the point where the driveway enters the street, or on the house so that it is visible from the road, or both.

Includes all residents along Ye Greate Street, starting south at river end and extending north on same street approximately one mile until first bend of street to the right.
b. 
Includes all residences along Market Street, from intersection of Ye Greate Street to intersection of Pier Road.
c. 
Includes all residences along Delaware Avenue, from intersection of Pier Road to end of Delaware Avenue.
d. 
Includes all residences along Pier Road, from intersection of Market Street to intersection of Bacon's Neck Road.
e. 
Includes all residences along Bacon's Neck Road, from intersection of Pier Road to intersection of Ye Greate Street.
Non-Village Area Defined. Includes all residences outside the boundaries of the Village Area.

The property owner shall have a period of 30 days from the date an official 911 number is assigned to a property to comply with the requirements of this section. Any property owner who fails to comply with the requirements of this section within 30 days after being informed of the official 911 number for the property shall be liable, upon conviction, to the penalty stated in Chapter 1, Section 1-5, General Penalty.
