A. Each
voting member and officer of all committees, boards and commissions
appointed by the Mayor, with the consent and approval of a majority
of the Board of Aldermen, shall either be a resident of the City or
duly appointed as City Clerk/Administrator, Chief of Police or Chief
of the Fire Department (irrespective of whether said City Clerk/Administrator,
Chief of Police or Chief of the Fire Department is a resident of the
City). No member of any such committee, board or commission shall
be entitled to hold office thereon or cast any ballot on issues before
such committee, board or commission unless he/she shall either be
a resident of the City or the duly appointed and acting City Clerk/Administrator,
Chief of Police or Chief of the Fire Department.
B. Nothing
in this Section shall be construed to prevent a non-resident of the
City from serving in an advisory capacity on any such committee, board
or commission appointed by the Mayor with the consent and approval
of a majority of the members of the Board of Aldermen.

A. Purpose.
There is hereby created a Sustainability Commission of the City of
Brentwood. The purpose of the Sustainability Commission is to foster
policies and programs that will create energy conservation, environmental
improvement and sustainability of resources in the City of Brentwood.
B. Membership.
The Sustainability Commission shall consist of five (5) members to
be appointed by the Mayor with the consent of the Board of Aldermen
for terms of three (3) years; provided, however, that for those first
appointed upon establishment of the Commission two (2) shall be appointed
for a term of one (1) year, two (2) shall be appointed for a term
of two (2) years and one (1) shall be appointed to a term of three
(3) years. Vacancies shall be filled by appointment for the balance
of the remaining term. Appointed members shall serve without compensation,
and may, in the discretion of the Board of Aldermen, serve on one
(1) other official City Board or Commission during service with the
Sustainability Commission.
The Commission shall be supported by a City administrative staff
liaison designated by the City Administrator to provide factual information
upon which the Commission may rely in making their decisions and formulating
their advice to the Public Works Committee of the Board of Aldermen.
A member of the Public Works Committee selected by the Committee,
and a member of the Board of Aldermen who is not a member of the Public
Works Committee shall be appointed by the Mayor with the consent of
the Board of Aldermen, shall serve on the Commission as a full voting
members for terms of one (1) year each to further ensure thorough
communication between the administrative staff, the members of the
Commission and the Mayor and Board of Aldermen.
C. Duties.
The Commission shall seek to develop a City-wide coordinated effort
to advance energy conservation, environmental improvement and sustainability
of resources for Brentwood by identifying opportunities for improvement
in these areas and by recommending policies to the Public Works Committee
of the Board of Aldermen that encourage the promotion of these goals
within the City.
D. Meetings.
The first meeting shall be set by the Board of Aldermen at the time
the Commission members are appointed. Within thirty (30) days of appointment
of the first Commission, and annually thereafter, Commission members
shall select a Chair from among their members.
The role of the Chairperson is:
3. To coordinate with the Mayor, Board of Aldermen and City Administrator
the City's needs, policies and interests, when determined, and to
communicate same to the members of the Commission on any matter under
discussion or consideration.
4. To coordinate with the staff liaison, and through this individual
to other members of the City staff, on matters requiring the attention
of the staff.
5. To serve as the focal point of communication with the individual
members of the Commission and the staff liaison.
The Commission may adopt such rules and regulations as it deems necessary for the conduct of its business. Meetings shall be held regularly at such times as the Commission shall determine and as called by the Chair of the Commission. All meetings of the Commission, except closed meetings as permitted by Chapter 610 of the Revised Statutes of Missouri, as amended, shall be open to the public. Closed meetings, or closed portions of meetings, shall be held in a manner consistent with Missouri Law. The Commission shall keep minutes of each meeting showing a quorum of the members present, the vote upon each question, and shall keep such other records as the Board of Aldermen or the Commission may from time to time deem necessary.

The terms of office of all members of all committees, boards
and commissions appointed by the Mayor with the consent and approval
of a majority of the Board of Aldermen shall expire on May 31 of the
appropriate year.
