Garages and service stations shall be so constructed that:
(a) 
No sales or service takes place on the public right-of-way,
(b) 
Vehicles may be turned around on the lot and,
(c) 
Repairs (as distinguished from service, which includes gas, oil, air, water and changing of tires) are carried on in an enclosed building or are carefully shielded from view from the public right-of-way and adjacent property.
