(a) 
Definitions and rules of construction. Whenever any words and phrases are used in this chapter the meanings respectively ascribed to them in subtitle 1 of Title 39 of the Revised Statutes of New Jersey shall be deemed to apply to such words and phrases used herein.
In addition, the following terms not defined in such Title 39 are hereby determined and defined with reference to this chapter as follows:
CURB
The lateral boundary of that portion of the street designated for the use of vehicles, whether marked by curbing or not.
DAYTIME PARKING
The parking of a vehicle at any time and for any length of time between 8:00 a.m. and 6:00 p.m.
DAYTIME PARKING PERMIT
A permit issued pursuant to section 19-31 authorizing daytime parking in any available daytime parking space.
DAYTIME PARKING SPACE
A parking space designated for daytime parking pursuant to section 19-31.
DISTANCES
All distances contained in this chapter are measured from the point of intersection of the closest extended curblines, unless otherwise stated.
EVENING PARKING
The parking of any vehicle at any time and for any length of time between 6:00 p.m. and 8:00 a.m.
EVENING PARKING PERMIT
A permit issued pursuant to section 19-31 authorizing evening parking in any available unlimited parking space.
PARKED AT AN ANGLE OR PARKING AT ANGLES
Shall apply to vehicles drawn up alongside one another, not parallel to the curb.
SIDE (I.E., THE SOUTH SIDE OF MERCER STREET)
The curbline as defined in this section.
SMARTCARD
A replenishable parking debit card issued by the borough for use in any municipal parking meter or municipal parking garage.
TIME
Whenever certain periods of time are set forth in this chapter, they shall be construed to mean either Eastern Standard Time or Eastern Daylight Time, during such periods when each shall be in effect in the borough.
UNLIMITED PARKING
The parking of a vehicle at any time and for any length of time.
UNLIMITED PARKING PERMIT
A permit issued pursuant to section 19-31 authorizing unlimited parking in any available unlimited parking space.
UNLIMITED PARKING SPACE
A parking space designated for unlimited parking pursuant to section 19-31.

(a) 
Creation; composition; qualification of members; terms; removal; expenses and compensation of members.
(1) 
This section hereby creates a traffic and transportation committee, which shall consist of seven regular members who shall be residents of the borough, holding no other municipal office or employment therein, who shall be appointed by the mayor and council. Of the regular members first appointed, one shall have a term of one year, two shall have a term of two years and four shall have a term of three years; thereafter, the term of a regular member shall be three years. A majority of the committee shall constitute a quorum for the conduct of business. All members of the committee shall serve after the expiration of their terms, until their successors shall be appointed and qualified. Vacancies occurring other than by expiration of term shall be filled by the mayor and council for the unexpired term only. Members shall be removed by the mayor and council for cause upon written charges after hearing. Members shall serve without compensation, but shall be entitled to reimbursement within budgetary limitations for reasonable and necessary expenses incurred by them in the performance of their duties.
(b) 
Powers and duties generally.
(1) 
The traffic and transportation committee shall advise and assist the borough council in reviewing traffic and transportation issues which may arise in the borough. The traffic and transportation committee shall have the further responsibility to carry out such other advisory, educational and informational functions as will promote traffic and transportation issues in the borough.

Trucks over four tons gross weight are hereby excluded from the following streets or parts of streets in the borough, except for the pickup and delivery of materials on such streets:

(b) 
This section shall not be deemed to prevent the use of such streets by trucks owned by the borough or by public utility corporations, when such vehicles are engaged in the installation, repair or maintenance of public utilities along such streets.
(c) 
Unless another penalty is expressly provided by state law, any person convicted of a violation of any provision of this section shall be punished as provided in section 1-6 of this Code.

The following lane locations on the streets or parts of streets in the municipality are hereby designated as “lane use reservations” and traffic shall move only as indicated:
