No person shall place or suffer to accumulate on his premises
any refuse, animal or vegetable matter, rubbish, or filth, whereby
any offensive or noxious stench or effluvia shall be created to endanger
the health or comfort of the neighborhood.

(A) Smoking prohibited in public buildings.
(1)
Definitions. For the purpose of this section, the following
definitions shall apply unless the context clearly indicates or requires
a different meaning.
PUBLIC BUILDINGS
Buildings owned and occupied by the City, its employees or
agents, including any portions of such buildings and rooms within
such buildings.
SMOKING
The smoking or carrying of any lighted cigar, pipe, cigarette,
or other tobacco product.
(2)
Smoking prohibited. No person shall smoke in public buildings.
(B) Businesses. Each business with premises located in the City is hereby
required to establish a smoking policy. Business premises shall include
retail space and office space.

(A) Any person who knowingly violates §
93.02 of this chapter by smoking in any public building shall be fined in an amount not to exceed $100.
(B) Any other violation of this chapter shall be punishable according to §
10.99 of this code.
