The provisions of this article regarding parking imposing a time limitation or prohibition of parking shall not relieve any person of the duty to observe other and more-restrictive provisions prohibiting or limiting the stopping, standing or parking of any vehicles as set forth in N.J.S.A. 39:4-138 or any other New Jersey statute or as hereinafter provided.

A. 
No person shall park a vehicle at any time upon any of the streets or parts thereof described in Schedule I, attached hereto and made a part of this chapter.
B. 
No person shall park a vehicle at any time in the area of an intersection commonly referred to as the "restricted sight triangle," defined as the portion of the roadway determined by first locating the intersection of two curblines and thereafter measuring to points 35 feet back along the curbline.

A. 
No person shall park any trailer or any recreational vehicle, as defined in N.J.S.A. 39:1-1, or commercial-type equipment, including but not limited to chippers, mixers, backhoes and bulldozers, on any of the streets or parts thereof in the Borough of Barrington. Nothing herein, however, shall prohibit the temporary parking of a commercial vehicle for the purpose of performing services or making pickups or deliveries in the regular course of business.
B. 
No person shall park any trailer or any recreational vehicle, as defined in N.J.S.A. 39:1-1, or commercial-type equipment, including but not limited to chippers, mixers, backhoes and bulldozers, on private property in any residential zone of the Borough of Barrington unless the trailer, recreational vehicle or commercial-type equipment is parked behind the front building line of the principal structure of the property.
No person shall park a vehicle upon any of the streets or parts thereof described in Schedule II, attached hereto and made a part of this chapter, between the hours specified in Schedule II.
No person shall park a vehicle for longer than the time limit shown in Schedule III upon any of the streets or parts thereof described in Schedule III, attached hereto and made a part of this chapter.

A. 
Except when necessary to avoid conflict with other traffic or in compliance with the directions of a traffic or police officer or traffic sign or signal, no operator of a vehicle shall stand or park any vehicle within 10 feet of a fire hydrant.
B. 
Violations and penalties. Except as otherwise provided in this chapter, any person who violates or who fails or refuses to comply with this section shall be liable to a penalty of $42 for each offense, to be recovered by and in the name of the Borough of Barrington.

It shall be unlawful for the owner or operator of a motor vehicle, a recreational vehicle, or of any commercial-type equipment to park their motor vehicle, a recreational vehicle, or any commercial-type equipment in the public parks and/or playgrounds of the Borough of Barrington between sunset and sunrise unless otherwise directed by the Barrington Police Department. It shall be unlawful for the owner or operator of a motor vehicle, a recreational vehicle, or of any commercial-type equipment to park or permit their motor vehicle, a recreational vehicle, or any commercial-type equipment to be parked on any lawn, field or other area where grass may be planted within the public parks and/or playgrounds of the Borough of Barrington at any time.

No person shall stop or stand a vehicle between the hours specified on any day upon any of the streets or parts thereof, described in Schedule XIII, attached hereto and made part of this chapter.

The following shall constitute exceptions to the prohibitions set forth in § 120-7.2 against parking between sunset and sunrise in the public parks and/or playgrounds of the Borough of Barrington; provided, however, that no motor vehicle shall be permitted to be parked in the public parks and/or playgrounds of the Borough of Barrington for more than 24 continuous hours:
A. 
A resident, upon making written application to the Chief of Police for the permission provided for in this section, shall be issued insignia which will authorize such resident or a member of his household to park a specified motor vehicle owned by or principally used by him or a member of his household between sunset and sunrise in the public parks and/or playgrounds of the Borough of Barrington where parking is not otherwise prohibited.
B. 
In the application by a resident for insignia, the Chief of Police shall be satisfied that the resident making written application for the permission provided for in this section has no ample driveway space, no driveway, garage or other legal off-street parking space on his premises, whereupon the Chief of Police shall issue to such resident insignia authorizing such resident or a member of his household to park a specified motor vehicle or vehicles owned by or principally used by him or a member of his household between sunset and sunrise in the public parks and/or playgrounds of the Borough of Barrington, where parking is not otherwise prohibited. The Chief of Police shall render a decision on said written application within 10 days of the filing thereof.
C. 
All such insignia shall be issued for a period of one year or less, commencing January 1 or the date the application is granted and ending December 31 of the year in which the application is made and shall be renewable upon the Chief of Police being satisfied of the matters set forth in Subsection B, if applicable. The holders thereof must reapply for such permits annually.
D. 
Such insignia shall be permanently affixed and displayed upon the rear left inside rearview mirror of the specified motor vehicle being parked as permitted herein so as to be visible.
E. 
Any resident denied any permit under Subsection B may, within five days of the denial of said request, file a written appeal of said denial to the Borough Public Safety Committee, which will decide each case on its merits and render a written decision within 20 days of the filing of said appeal.
F. 
Any violations of the terms and conditions as set forth herein shall constitute grounds for the revocation of any permit issued under this section.
G. 
There shall be a fee in the amount of $25 for the issuance of a permit under this section and a fee of $10 for any renewal of such a permit issued under this section.
