Regular meetings of the Board of Aldermen shall be held on the first and third Tuesday of each month at City Hall, or at such other location as may be designated by written notice posted at least twenty-four (24) hours in advance of any regular meeting, at 6:30 P.M.

Special meetings of the Board may be called by the Mayor, or by the City Administrator, or by any three (3) members of the Board of Aldermen. When a special meeting is called, notice shall be given by the Presiding Officer or by the City Administrator to all members of the Board at least twenty-four (24) hours prior to the start of the meeting. Advance notice of special meetings shall be given to the public in accordance with the open meeting requirements of Chapter 610, RSMo., as the same now or may hereinafter provide.

All members of the Board shall attend all meetings unless otherwise excused for reason by the Chairman. A majority, which shall mean four (4) Aldermen, shall be present to discuss items on the agenda.

In the absence of the Mayor or President of the Board of Aldermen, the Board of Aldermen shall by majority vote choose any one of the members to preside.

The Presiding Officer shall be responsible for the conduct of the meeting. It is his/her duty to maintain order and decorum. He/she shall follow the agenda unless a change of order is acceptable to a majority of the Board of Aldermen. He/she shall have the responsibility to limit lengthy and repetitive orations but shall allow all interested parties an opportunity to discuss and present their position. The Chairman shall rule on parliamentary procedure subject to a unanimous overruling by the Board of Aldermen. Citizens will be allowed to make statements to the Presiding Officer, but the latter has the responsibility to prevent these statements from delaying the progress of the meeting unnecessarily.

The order of business or the agenda shall be prescribed in Section 110.260, below. Requests for items to be placed on the agenda and department reports shall be in the hands of the City Clerk, in writing, at least five (5) days preceding a regular Board meeting. The agenda may be amended by the Presiding Officer unless there is objection by the majority of the members present. Agendas shall be posted for public inspection and provided to all department heads and citizens upon request.

A. 
In conversations between Aldermen and from the public to the Board of Aldermen, an air of formality shall be maintained.
B. 
During department reporting only the department head, or in case of his/her absence a designee, will address the Board of Aldermen. The Presiding Officer may call upon someone else when there is a need to clarify a question as necessary.
C. 
Unless requested and approved by the Presiding Officer for additional time, all department heads will keep their briefings to a maximum of ten (10) minutes.
D. 
Anyone wishing to address the Board of Aldermen will raise his/her hand, remain seated and not speak until recognized by the Presiding Officer.
E. 
Upon being recognized and after being given permission to address the Board of Aldermen, each speaker will be allowed to address the Board for a maximum of five (5) minutes. Should the speaker yield to a question from a Board member, the time yielded shall not be included in the five (5) minutes. In special cases, the Presiding Officer may give permission for a longer period of time. A citizen will only be allowed to address the Board one (1) time on each subject.
F. 
Citizens will not address other citizens publicly during a meeting without the prior approval of the Presiding Officer. Obscene language or other disorderly behavior will not be tolerated.
G. 
These rules may be suspended if the Board of Aldermen determine such action is necessary in case of an emergency that effects the general well-being, health or welfare of the City of Battlefield or its citizens. Such consent will be by a two-thirds (2/3) majority of the elected Board present and voting.

In all matters not specifically addressed in this Code, the Board hereby adopts Robert's Rules of Order as their method of parliamentary procedure.
