There is hereby established the position of Purchasing Agent
for the Township of Hillsborough.
The Purchasing Agent shall be appointed by the Township Committee.
The Purchasing Agent is required to possess a valid qualified
purchasing agent certificate, as issued by the New Jersey Division
of Local Government Services, Department of Community Affairs.
The Purchasing Agent, under the supervision of the Township
Administrator, shall perform all of the following duties, including
but not limited to:
A. Approve all vouchers and bills before submitting same to the Township
Committee for final approval.
B. Act as Township Purchasing Agent with authority as its contracting
agent to prepare public advertising for bids and to receive bids for
the purchase of work, materials, supplies and/or services on behalf
of the Township of Hillsborough and, unless otherwise required by
the provisions of N.J.S.A. 40A:11-1 et seq., to make awards of contracts
for the performance of any work or the furnishing or hiring of materials,
equipment, supplies and/or services in the name of the Township of
Hillsborough provided the cost or price thereof does not exceed the
currently prevailing state-set bid threshold. In such capacity, the
Purchasing Agent shall have all the powers and duties enumerated in
N.J.S.A. 40A:11-9 and 40A:11-3 and shall develop and implement purchasing
policies and procedures in accordance with the provision of the governing
statutes (N.J.S.A. 40A:11-1 et seq.), the Local Public Contracts Law
rules (N.J.A.C. 5:34-1 et seq.) and generally accepted purchasing
practices.
The Purchasing Agent shall receive such compensation as is limited
by the Salary Ordinance and as set by resolution of the Township Committee.
The Township Committee may remove the Purchasing Agent pursuant to the provisions of Chapter
89 of the Township Municipal Code entitled "Personnel Policies" and in accordance with New Jersey law.
