(a) Forms generally. The Town Manager shall provide suitable serially
numbered forms, in triplicate, for notifying violators of the provisions
of this chapter or any other traffic ordinance to appear and answer
to the charge of violating this chapter or any other traffic ordinance.
(b) Issuance for illegally parked vehicles. Whenever any motor vehicle without a driver is found parked or stopped in violation of any of the restrictions imposed by this chapter, the officer finding such vehicle shall take its registration number and may take any other information displayed on the vehicle which may identify its user, and shall conspicuously affix to such vehicle a notice of violation in writing, on the form required by Subsection
(a) of this section, for the driver to answer to the charge against him within seven days at the hours and at a place specified in the notice. The officer shall send one copy of such notice to the general district court.

Any person charged with a violation of Article
V of this chapter, in reference to stopping, standing and parking, shall have the option of paying the minimum fine to the Town Treasurer at the municipal building within the time specified in the notice of violation upon entering a plea of guilty upon waiving appearance at court or may have the option of depositing required lawful bond and, upon a plea of not guilty, shall be entitled to a trial as authorized by law.

In cases under Section
70-27, the payment of a fine to the Town Treasurer shall be deemed an acknowledgment of conviction of the alleged offense.

If any person fails to comply with a notice of violation given
to such person or attached to a vehicle as provided in this article,
or fails or refuses to post bond, if required, the officer issuing
the notice shall forthwith have a complaint entered against such person
and secure and issue a summons for nonpayment.

The Chief of Police shall keep records and submit summarized
monthly reports to the Council of all notices of violation issued
and arrests made for violations of traffic regulations in the Town
and of all fines collected therefor and of the final disposition or
present status of every case of violation. Such records shall be so
maintained as to show the nature of each violation and the total number
of violations of each kind. Such records shall be public records.

The Town Manager, except as otherwise provided by this chapter
and except as otherwise directed from time to time by the Council,
shall have power and is hereby authorized to:
(a) Regulate the operation and parking of vehicles within the Town by
the erection or placing of proper signs or markers indicating prohibited
or limited parking, angle parking, the parking of buses, trucks and
other vehicles of various weights, "U" turns, turning at intersections,
hazardous intersections, school zones, hospital zones, loading and
unloading zones, quiet zones, traffic-control signals exhibiting colored
lights and other signs or markers indicating the place and manner
of operating or parking vehicles in the Town. If any such regulation
regulates parking on the interstate highway system or the arterial
network of the primary system or any extension thereof of the arterial
network, it shall be subject to the approval of the commonwealth transportation
commissioner.
(b) Regulate the movement of pedestrians upon the streets and sidewalks
of the Town by the erection or placing of proper signs or markers
indicating the flow of pedestrian traffic.
(c) Secure all such necessary signs, signals or markers to be erected
or placed on any street or part of a street. The existence of such
signs, signals or markers at any place within the corporate limits
of the Town shall be prima facie evidence that such signs, signals
or markers were erected or placed by and at the direction of the Town
Manager in accordance with the provisions of this section.
(d) Designate bus stops and to erect signs prohibiting the parking of
vehicles other than buses at such stops.
(e) Mark off traffic lanes on streets and parts of streets indicating
and directing the flow of traffic.

It shall be unlawful for any person to fail or refuse to comply
with the directions indicated on any sign, signal or marker erected
or placed in accordance with the provisions of this division, when
such sign, signal or marker so placed or erected is visible and legible.

No parade or procession, other than a funeral procession, shall
occupy or march or proceed along any street, except in accordance
with a permit issued by the Town Manager.
