1. During
the fall of each year, the Township shall announce that curbside collection
of leaves will be starting and publish schedules for when the collection
will be made in various portions of the Township. The announcement
will be made by publishing notices in a newspaper of general circulation
in the area. During these periods, all persons who gather leaves shall
place them at the curbside for collection. Garden residues, trimmings
of shrubs, bushes and trees, and any other municipal waste shall not
be included in the leaves placed at the curbside.
2. The announcement
of schedules for leaf collection may include restrictions on parking
along streets included for collection. Such parking restrictions may
also be posted by temporary signs along the affected streets.
3. It shall
be required that commercial, institutional and municipal establishments
generating leaf waste have a collection service.
4. During
all times of the year, persons who gather garden residues, grass clippings,
leaves, and trimmings from shrubs, bushes, and trees in the Township
must separate these materials from other municipal waste and deposit
them at a public drop-off center established by the Township in accordance
with rules posted at the center and labeling of storage facilities
there. Branches and limbs shall be broken or cut into lengths not
exceeding four feet.
A. The yard
waste drop-off site shall only be available to residents of Upper
Macungie Township to utilize for dropping off yard waste and picking
up mulch materials. Commercial operators are strictly prohibited from
utilizing the site.
B. Permitted
Materials. The only materials that residents may drop off at the yard
waste site are those as set forth in the definition of "yard waste."
C. Prohibited
Materials. The following items shall be prohibited from being dropped
off at the yard waste drop-off site: construction material; trash;
food waste; diseased plants, shrubs or trees; stone or rock; topsoil;
macadam; tree stumps; railroad ties; and coal ash.
D. Residents
must drop off all yard waste during the course of the normal hours
of operation which shall be posted at the entry to the site. Dropping
off materials outside the course of normal business hours or dropping
off material outside the site is strictly prohibited.
E. Any person
who violates any provision of this Subpart shall, upon conviction,
be guilty of a summary offense, punishable of a fine of not more than
$1,000 per violation, per day or, in default thereof, by imprisonment
for not more than 30 days.
