No person other than the designated contractor shall scavenge, remove, take, scatter, or disturb municipal waste or recyclable materials which have been placed at the curbside for collection pursuant to the municipal waste and curbside collection programs.

It shall be unlawful for any person to violate or to cause to assist in the violation of any provision of this Article or any provision of the recycling regulations. Any person violating any of the provisions of this Part shall, upon conviction by a Magisterial District Judge, be subject to a fine not less than $100 and not to exceed $1,000 for subsequent offenses, together with the costs of prosecution, and, in default thereof, to undergo imprisonment for a term not to exceed 30 days. Every violator of the provisions of this Part shall be deemed guilty of a separate offense for each and every day such violation shall continue and shall be subject to the penalty imposed by this Section for each and every day such separate offense continues.

In addition to other remedies, the Township shall have the right to institute and maintain appropriate actions by law or in equity to restrain, correct, or abate any violations of this Article, the recycling regulations or the municipal waste collection regulations.
