Every corporate security advisor, courier, loss prevention agent,
patrol security officer, security officer or watchman shall hold his/her
license at the pleasure of the Sheriff of Jefferson County and any
designated County Department designated by the Sheriff of Jefferson
County to issue licenses under this Chapter, and such license shall
be subject to revocation by the Sheriff of Jefferson County or the
designated County Department for good cause. Such license shall terminate
automatically upon the termination of employment of such corporate
security advisor, courier, loss prevention agent, patrol security
officer, security officer or watchman by the business/corporation,
person or persons upon whose written request the license is issued.
Such employing corporation, person or persons shall promptly notify
the Sheriff of Jefferson County or designated County Department that
the corporate security advisor, courier, loss prevention agent, patrol
security officer, security officer or watchman's employment has
terminated if, and when in fact, it does terminate. Upon the revocation,
expiration or termination of such license, it shall be the duty of
each such corporate security advisor, courier, loss prevention agent,
patrol security officer, security officer or watchman to surrender
to the Sheriff of Jefferson County or designated County Department
the license and identification card. From and after the revocation,
expiration or termination of such license the person shall no longer
have any authority to exercise the power of a corporate security advisor,
courier, loss prevention agent, patrol security officer, security
officer or watchman. All licenses shall be issued for the period of
one (1) year.

A. Commissioned Police Officer Provisions.
1.
Commissioned Police Officers of the State of Missouri may be
licensed to perform the duties and carry out the responsibilities
of corporate security advisor, courier, loss prevention agent, patrol
security officer, security officer or watchman, provided they are
employed during the term of their license as commissioned Police Officers
in the State of Missouri. Each officer must have secondary employment
approval by his employing department.
2.
During the one-year term of the license, all licenses granted
under this provision cease to be valid simultaneously with termination
of the commissioned status.
3.
No further training is required during employment as long as
a Police Officer is qualified by State certification.
4.
Responsibilities and obligations when performing in the licensed
status shall be those applicable to the licensed function being performed,
except that nothing in this provision shall diminish or enlarge upon
the duties and responsibilities of the officers as provided for by
Statute and his/her department regulations.
5.
Municipal officers working in their jurisdictions are exempt
from the licensing procedures as set forth in this manual.
6.
A mandatory annual drug test is necessary by the applicant.
However, if the officer's department has a random drug test program
in effect, the officer will not have to be tested if the officer consents
to and provides an original or certified copy of a satisfactory test
result within the last _____ days. Charges for the drug test will
be the responsibility of the officer. The officer shall provide a
copy of their department's policy.
B. Retired Police Officer Provisions.
1.
Former paid, full-time commissioned Police Officers who were
certified as full-time Police Officers by the Missouri POST Commission
and who worked in the State of Missouri as Police Officers may be
licensed to perform the duties and carry out the responsibilities
of corporate security advisor, courier, loss prevention agent, patrol
security officer, security officer or watchman (does not include reserve
or certified reserve officers).
2.
Proof of retirement will be required and subject to the review
and approval of the Private Security Coordinator/Supervisor.
3.
Retired Police Officers working as a corporate security advisor,
a patrol security officer, a security officer or a courier may carry
weapons that were authorized to be carried on duty prior to retirement.
An original letter from their department showing make, caliber, model
and date of last firearms qualification will be required. Retirees
will qualify twice per year. L.E.O.S.A. (Law Enforcement Officer Safety
Act) qualification may be used as one of the mandatory qualifications.
A mandatory annual drug test is necessary by the applicant.
4.
Retired Police Officers licensed to work as an armed corporate
security advisor, a patrol security officer, a security officer, or
courier must be in their security agency's a uniform with the
agency's badge and Jefferson County security officer's license
exposed.
5.
The original training for the loss prevention or watchman's
license will be waived. There is no renewal training for the license.
The original and renewal classroom training required for a courier,
corporate security advisor, patrol security officer or security officer
license will be waived during the first five (5) years immediately
following the former Police Officer's retirement date.
6.
Responsibilities and obligations when performing in licensed
status shall be those applicable to the licensed function being performed
(corporate security advisor, courier, patrol security officer, security
officer or watchman).
7.
All applicants will be issued a copy of this manual upon application
for a license.
