In order to be eligible to take the examination, an applicant must have met all general qualifications for the position as set forth in Art.
III of this chapter. The examination for a patrol officer will consist of a written examination and an oral examination, as is to be determined by the Commission, which will each be graded on a 100-point scale. The weight of the complete written examination shall be 40% of the final score and the weight of the oral examination shall be 60% of the final score. In addition, each applicant will undergo a physical agility test, a polygraph test and a background investigation. The physical agility and polygraph test and background investigation will be graded on a pass/fail basis for every applicant. After an applicant has been extended a conditional offer of employment, final appointment shall be contingent upon the applicant passing a medical and psychological examination.
The examination for the positions of Corporal, Sergeant and
Lieutenant shall include a written and an oral examination which will
be graded on a 100-point scale with the written examination representing
40% of the final score and the oral examination representing 60% of
the final score. After an applicant has been extended an offer of
promotion, the final appointment to the promotional position shall
be contingent upon the applicant passing a medical and a psychological
examination.
The Commission shall appoint a written examination administrator,
an oral examination administrator, a physical agility examiner, a
polygraph examiner, a medical examiner and a psychological examiner
to conduct the appropriate examination required by this chapter.
The written examination may be divided into multiple parts;
each part shall be graded on a 100-point scale, and an applicant must
score 70% or higher on each part in order to continue in the application
process. Each part of the written exam will be weighted equally. Applicants
scoring less than 70% on each part of the written exam, and the combination
of all of the parts, shall be rejected. Applicants must also be one
of the top 30, measured by score on the overall written examination,
to continue. Tie scores shall be counted separately to determine the
top 30 applicants and, in the case of tie scores, the Commission,
in its discretion, may select more than the top 30 applicants to continue
in the examination process. Within 30 days after the administration
of the written examination, all applicants shall be given written
notice of their test results, and each passing applicant shall be
informed of the next step in the examination process.
Every applicant who scores 70% or higher on the written examination
and who receives one of the top 30 scores, including ties, and who
has passed the physical agility testing, if the Commission determines
that physical agility testing should be administered prior to the
oral examination, shall be given an oral examination that will be
graded on a 100-point scale with a score of 70% or higher necessary
for passing. The oral examination shall involve questioning applicants
on how they would handle situations relevant to police work. Within
30 days after the applicants' oral examination, they shall be
informed of their oral examination and total overall scores, and each
passing applicant shall be informed of the next step in the examination
process. Any applicant who does not pass the oral examination shall
be rejected.
An applicant for patrol officer must score 70% or greater on
the written and oral examination combined, based on a 100-point scale,
in order to qualify. Any applicant not receiving a passing score shall
be promptly notified in writing.
Pursuant to the Veterans' Preference Act, any applicant
for the position of patrol officer who qualifies as a "soldier" under
that Act shall receive an additional 10 points on top of his total
score if that applicant received passing scores under this chapter.
Any applicant claiming veterans' preference is responsible for
providing any and all relevant documents to the Commission.
An applicant for the position of police officer must undergo
a physical agility test pursuant to standards established by the Commission
which are job-related and consistent with business necessity. The
physical agility testing may be held at any time in the application
process after the written examination as determined by the Commission.
The physical agility specifications will be provided to all potential
applicants in the application package. Any applicant who does not
pass the physical agility test shall be rejected.
