The boundary limits of the Borough of Summit Hill are hereby established as a zone in which motor vehicles may remain standing without lights, and all highways, streets, and alleys within such boundary limits are hereby designated as streets where motor vehicles may remain standing without lights.
Wherever a space shall be marked off on any street or alley for the parking of an individual vehicle, every vehicle there parked shall be parked within the lines bounding such space, and it shall be a violation of this article for any person to park a vehicle or allow it to remain parked otherwise.
It shall be unlawful for any person to park a vehicle on White Street or Ludlow Street and any cross streets east of Elm Street at any time, except for "cemetery uses," which shall be defined as actively visiting the cemetery, attending funeral services or conducting business at the cemetery (e.g., maintenance or other work within the scope of employment), or for snow emergency parking in accordance with Article IV.
It shall be unlawful for any person to park a vehicle, or to allow the same to remain parked, in any of the following locations at any time between the hours and on the days hereby indicated therefor:

It shall be unlawful to park a vehicle or to allow the same to remain parked, in any of the following locations, at any time hereby respectively stated, for longer than the maximum length of time hereby specified:

It shall be unlawful for any person or entity to park, or to allow to remain parked, on any street or alley in the Borough any vehicle bearing commercial plates, tri-axle vehicles, box trucks over 20 feet in length, trucks with trailers, truck trailers of any kind, tractors or rigs, bus, motor homes, limousines, recreational trailers, snowmobiles, farm equipment, boats or heavy construction equipment, provided that it shall be lawful to park heavy construction equipment on a Borough street or alley if a permit has been issued for such construction or demolition project and such equipment is at the permitted site. This prohibition shall not apply to any emergency vehicle/truck during an emergency, or any vehicle/truck temporarily parked, for a period up to 24 continuous hours to service a residential zone (i.e., moving trucks) or to load/unload a motor home or trailer.
It shall be unlawful to park a vehicle or allow the same to remain parked at any time upon any street, alley or Borough property in the Borough in order to facilitate repairing or maintenance of such vehicle.
Bus stops are hereby authorized and created at such locations as shall be determined, fixed and appropriately marked by the Mayor. It shall be unlawful for any person to park any vehicle, other than a bus engaged in loading, unloading or awaiting passengers, in a bus stop at any time.
The following are established as special purpose parking zones, and it shall be unlawful for any person to park a vehicle or to allow it to remain parked, in any such zone, except as specifically provided for that zone:

A. 
No person shall park or leave on the streets, highways or public property of the Borough any mechanically inoperable vehicle or vehicles without current registration plates.
B. 
Repair or servicing of vehicles on streets, highways or public property of the Borough shall be prohibited.

No person shall park or leave on the streets, highways or public property of the Borough any vehicle without a current inspection sticker unless the vehicle is legally parked in front of, or in close proximity to, an official state inspection station in which said vehicle is identified by work order specifying a state inspection will be performed within 24 hours. Additional work orders beyond the initial twenty-four-hour period are strictly prohibited.
B. 
All vehicles parked on any street, highway or public property of the Borough shall have a sticker indicating current registration of the vehicle with the PADOT.
No vehicle shall be stored or parked in one place, upon any street, continuously for more than 10 days.
A. 
A police officer or other parking enforcement personnel of the Borough shall place on or attach to the vehicle a notice to the owner or driver of the vehicle that the vehicle was parked in violation of a specific provision of this article and instructing the owner or driver to deliver or mail to the Police Department of the Borough of Summit Hill the applicable fine(s) as set by resolution of the Borough of Summit Hill for each offense.
B. 
Every 24 hours during which a violation continues after a notice of violation/parking ticket has been issued shall be deemed a separate offense.
C. 
Failure to remit payment for fines within seven calendar days will result in the issuance of a citation against the owner or person responsible for the violation, in accordance with the Pennsylvania Rules of Criminal Procedure, and upon conviction by the Magisterial District Judge, additional fines and costs may be levied. Should any fines so levied by the court not be paid within the time prescribed, a warrant may be issued for the violator's arrest and the subject vehicle shall be subject to seizure and impoundment.
D. 
Any vehicle parked in violation of the provisions of this article may be removed by any member of the Summit Hill Police Department or the Department's designee. Any vehicle removed may be towed to, and placed at, any area designated by the Borough Manager or Chief of Police, or his/her designee, as the location for impounding of vehicles. All fines and costs for removal, towing, storage or parking of any vehicle removed under the provisions of this article shall be paid by the owner of the vehicle, and the vehicle shall remain impounded until all costs are paid.
E. 
Whenever any vehicle has been parked in violation of any provisions of this article prohibiting or restricting parking, the person in whose name such vehicle is registered shall be responsible for such violation(s) and subject to the penalty (penalties) therefor.
