As used in this section, the following terms shall have the
meanings indicated:
A sign used to designate a special purpose parking space;
said spot may have time limits set forth on the sign which, in the
discretion of the Borough, are warranted.
A space specifically designated as a special parking space
for use by motor vehicles solely and exclusively in conjunction with
and for purposes related to activities accessory to the purpose for
which it is sought (e.g., doctor's office, clergy).
A.
It is hereby established in the Borough of Summit Hill that certain
parking spaces shall be applied for and designated as special purpose
parking space uses solely and exclusively in conjunction with the
special purpose, provided certain criteria are met:
(1)
The purpose for which the space is sought is required by law and
the need for such a parking space or spaces is in close proximity
to the location for which it is accessory to; and
(2)
The purpose for which the space is sought is necessary for the prompt
and proximate parking of a vehicle due to the nature and/or exigency
of the business for which the driver of that motor vehicle operates
that motor vehicle.
B.
Special purpose parking signs shall be erected to designate all such
parking spaces.
Any individual seeking a special purpose parking space shall
complete an application for such space annually to ensure continued
need and desire. The corresponding application fee set by resolution
of the Borough Council of the Borough of Summit Hill shall be paid
annually with the submission of the application. Such fees may be
revised from time to time by resolution of the Borough Council of
the Borough of Summit Hill as it deems necessary and appropriate.
Any individual who has access to a private garage or off-street
parking and is desirous of having the Borough of Summit Hill paint
lines designating the area in front of the parking garage/off-street
parking area may apply for such line painting. The location of these
lines shall be set at the discretion of the Borough in such a manner
that will allow for optimum use of on-street parking in the vicinity.
A fee of set by resolution of the Borough Council of the Borough of
Summit Hill to defray the cost of supplying the materials and labor
shall be assessed by the Borough and shall be paid by the requesting
individual within 30 days after such line painting. Such fee may be
revised from time to time by resolution of the Borough Council of
the Borough of Summit Hill as it deems necessary and appropriate.
