Definitions. As used in this section, the following terms shall have
the meaning indicated:
APPRENTICE PLUMBER
Beginner or novice in the trade of plumbing for a minimum
of three years. Any person who works as an apprentice plumber must
at the time of registration be employed by a master plumber. Master
plumbers must register apprentice plumbers annually with the Plumbing
Inspector.
FIXTURE
Includes water closets, washbasins, bathtubs, shower stalls,
kitchen and pantry sinks, urinals, laundry tubs, automatic washing
machines, drinking fountains, openings for future fixtures, soda fountains,
bar wastes, dental units, water heaters and refrigerator waste and
connections for drip pans and all other plumbing fixtures.
JOURNEYMAN PLUMBER
No person shall be registered as a journeyman plumber unless
he shall have had three years in the plumbing trade under a licensed
master plumber or equivalent experience or training. Documented proof
of same is mandatory.
MASTER PLUMBER

Every employing or master plumber, before engaging in the trade,
business or calling of plumbing in the City of Cortland, shall appear
in person at the office of the Plumbing Inspector, and register his
name and place of business. The Plumbing Inspector shall furnish a
certificate of competency additionally signed by the Director of Code
Enforcement, that the applicant has met the prescribed criteria, and
upon payment for the designated fee, as determined by a resolution
of the Common Council, shall be entitled to receive a plumbing license.
No license shall be issued for more than one year, and must be renewed
before the last day of January of each succeeding year. The fee, as
determined by a resolution of the Common Council, for such license
shall be received annually.

Notice of any change in the place of business of a registered
master plumber shall be given to the Plumbing Board. Master plumbers
shall not sell, loan or assign their certificate of licenses.
MECHANICAL TECHNICIAN
Each applicant for examination for heating, ventilating and
air-conditioning license is subject to an exam and must submit proof
of at least two years' experience as a heating, ventilating,
gas and air-conditioning mechanic or proof of at least one year experience
as above and attendance at a school of heating, ventilation and air-conditioning
training or an equivalent combination of experience and education,
with affidavits supporting such qualifications.
PLUMBING
The installation, repair, replacement and relocation of the
pipes, fixtures and other apparatus for bringing in and distributing
the water supply, removing liquid and waterborne waste, removing rain
water and other liquid drainage. The term is also used to denote the
installed fixtures, drainage vent and gas piping of a building.
PLUMBING SYSTEMS
When applied to a building or premises shall include the
water supply-distributing pipes, the fixtures and the fixture traps,
the soil, waste and vent pipes, the building house drain and the building
house sewer, the stormwater system, with their devices, appurtenance
connections within the building and adjacent premises. Such term shall
also include the primary city water supply to plumbing fixture, appliance,
heating or cooling boiler or compressor, humidifier or any other apparatus
or device, automatic or nonautomatic, instantaneous, tank or tankless
type, direct or indirect domestic water heating equipment or any other
type equipment which receives its primary water supply from the Cortland
City water system, also includes the main drains or waste from such
equipment.
REGISTRATION
It shall be unlawful to install, alter, add, erect or repair
plumbing system (see definition of plumbing system) in the City of
Cortland, New York or for any person to engage in the business of
plumbing (see definition of plumbing), to display a sign or to give
other notice setting forth or intending to imply that he is engaged
in the business of plumbing, unless such person shall furnish to Plumbing
Inspector of the City of Cortland a certificate of competency from
the Examining Board of Plumbers of said city, certifying such person
is qualified to engage in said business as a licensed plumber and
shall have registered his name and business address and received a
certificate of registration and metal sign from the Plumbing Inspector.
TYPE B PLUMBER
Any Type B license issued by the Plumbing Inspector shall
be authorized to install water lines from the water board tap, to
the shutoff valve, before the meter inside the building, in addition
to the sanitary sewer as has been previously the case. Type B license
applicants are subject to a test administered by the Plumbing Inspector.
Such individuals shall submit documentation of previous experience
and qualification.
