It shall be unlawful for any person to conduct or hold a street parade, street meeting, or public gathering of any kind upon a street, alley, sidewalk, or public ground in the Borough of Watsontown without first having obtained a permit from the Mayor.
2. 
The application for the permit shall be made in writing to the Mayor at least five days in advance of the planned event. The permit shall state the time, date, and place of the event, and in the case of a parade, the precise route to be followed.
3. 
It shall be unlawful for any permit holder to violate any of the conditions of the permit such as date, time, place, or route.
4. 
It shall be unlawful for any person to operate or use any sound-amplifying equipment upon any streets, alleys, and/or public grounds in the Borough without first obtaining a permit from the Mayor.
5. 
No such sound-amplifying equipment shall be in operation other than on the days and between the hours specified in the permit.
6. 
The Mayor shall not issue any permit for such use of sound-amplifying equipment at any time before 9:00 a.m. and after 11:00 p.m.

Any person who shall violate any provision of this Part 4 shall, for each and every such violation, upon conviction thereof, be sentenced to pay a fine of not more than $250 and costs of prosecution, provided that each day on which any such violation shall take place shall constitute a separate violation.

This Part 4 shall become effective on the earlier of:
1. 
The date when the Mayor approves it;
2. 
The date when Council enacts it over the Mayor's veto; or
3. 
If the Mayor does not return it at or before the next scheduled meeting of Council occurring at least 10 days after its approval by Council, the date of that next scheduled meeting of Council.
