The purpose of this article is to establish a procedure under which the City may accept sewage pump stations designed, planned, and intended for City ownership, but constructed by private persons. These pump stations permit the entry of sewage into the treatment works from private residences. The public welfare demands that proper maintenance of these pumping stations be provided for.
This article applies to pump stations constructed after September 23, 2021. All pump stations must conform to the City of Saco's TDCSM.
A. 
The owner of land proposed for a development which will require a pump station may make application on forms available from the WRRD for pump stations which are designed, planned, and intended for City ownership.
B. 
The application shall include:
(1) 
A copy of the owner's deed to the property;
(2) 
A plan, drawn to scale, showing the location of the pump station; and
(3) 
Specifications and plans of the pump station, signed and approved by a registered professional engineer.
C. 
The Director shall review the application with the City Engineer to determine, among other things, whether the pump station conforms with standards of the industry or standards established by the City. The Director shall review the language of the proposed deed with the City Attorney. The Director shall provide a recommendation of acceptance or denial to the City Administrator.
D. 
After reviewing the Director's recommendation, the City Administrator may:
(1) 
Accept a conveyance of the title to the pump station upon its completion, subject to the following conditions:
(a) 
The owner shall have retained any necessary easement or right-of-way providing the City with reasonable access to the pump station, which shall be conveyed to the City along with title to the pump station.
(b) 
The instrument of conveyance shall contain a warranty of title to the pump station and warranties, common to the trade, for all moving parts of the pump station, which may be made as valid assignments of warranties from manufacturers.
(c) 
Certification by both the Director and City Engineer that the pump station has been constructed according to plan shall be provided.
(2) 
Reject the application.
