The Pennsauken Fire Department, Emergency Medical Services Division in and for the Township of Pennsauken is established.
The Pennsauken Fire Department, Emergency Medical Services Division will provide efficient, professional and expedient emergency care to anyone with the Township, regardless of their residency, as well as transportation to area hospitals in any emergency situation.
The Pennsauken Fire Department, Emergency Medical Services Division, will be staffed by one Captain, and one Staff Supervisor and additional full-time certified emergency medical technicians and part-time certified emergency medical technicians, all of which will be appointed by the local appointing authority in accordance with New Jersey Civil Service Commission rules and regulations.
A. 
The Captain managing emergency medical services will be responsible for the overall operation of the service and to provide for the health, safety, welfare and general well-being of all the people the service may be called upon to provide services to. The Captain will be the operational head of the division and shall supervise the conduct and efficiency of the staff, both full- and part-time, within the division; with the Fire Chief will be the administrative head of the division. The Fire Chief shall have the power to assign any and all staff members of the division to their respective duties and require them to perform the same within the limits of the New Jersey Civil Service Commission and municipal budget restraints. The Fire Chief and Captain's assignment of personnel under his or her command shall, in his or her judgement, be for the best interest of the division and for the safety and welfare of the people the division is called upon to serve.
B. 
The Captain is reportable to the Fire Chief and, through the Administrator, to the Director of Public Safety, and the Township Committee. The Chief will take his or her direction through the above chain of command and implement the policy and procedures established by the Township Committee.
A. 
The full-time and part-time EMT staff will work under the direction of the Fire Chief, Captain and Supervisor, and will perform the duties assigned to them by the Fire Chief.
B. 
Full-time and part-time EMS staff will be governed by rules regulations of the New Jersey Civil Service Commission as well as policies, procedures of the Township of Pennsauken and the Pennsauken Fire Department, Emergency Medical Services Division.
The Captain, Supervisor, full-time and part-time EMT staff will receive such compensation as is provided for by the Salary Ordinance[1] covering their titles adopted by the Township of Pennsauken.

The Fire Chief, and Captain of the Emergency Medical Services Division shall be responsible to provide adequate staffing to provide emergency medical services upon request 24 hours a day, seven days per week.

Transportation by ambulance to a local area hospital as a result of an emergency response: $950.
B. 
Mileage from the scene to an area hospital is $17 per mile.

Additional charges:
(1) 
Treat without transport: $250.
(2) 
Disposable cervical collar: $60.
(3) 
Oxygen administration: $75.
(4) 
Narcan administration: $95.
(5) 
EPI pen administration: $150.
(6) 
CPAP administration: $95.
(7) 
Aspirin/per administration: $5.
(8) 
Lucas compression administration: $95.
(9) 
Albuterol treatment: $50.
(10) 
Defibrillation (automated external defibrillator/AED): $150.
(11) 
Spinal immobilization: $150.
(12) 
EMS support unit services: $150 per hour, regardless of unit type.
(13) 
EMS bike unit: $100 per hour, per single rider/emergency medical technician.

Basic life support ambulance $200 per hour.
(15) 
Mutual-aid basic life support (hereinafter "BLS") ambulance supporting municipality without in-service BLS: $250 per occurrence.
NOTE: Applicable to municipalities not providing BLS services, invoiced to the respective municipality, and does not include applicable service fees for treatment and transportation.
(16) 
BLS unit move-up/standby supporting municipality without in-service BLS: $350 per hour/per unit.
(17) 
CPR training: $50 per student.

The purpose of this section is to encourage persons or entities in the Township of Pennsauken to utilize the municipal emergency medical services when necessary but to avoid dispatching emergency medical services for nonemergency situations. As a result, it shall be a violation of this section to request a dispatch of an emergency medical services unit for nonemergency response or transportation. This section governs 911 calls seeking response by the municipal emergency medical services units in nonemergent situations.
A. 
Fees and warnings.
(1) 
A person or business shall be subject to fees or warnings depending on the number of dispatches made for nonemergency medical services upon the following schedule:
(a) 
First nonemergency response: warning notification from the Fire Department.
(b) 
Second nonemergency response: $250.
(c) 
Third nonemergency response: $500.
(d) 
Fourth and subsequent nonemergency response: $750 for each occurrence/violation.
(2) 
Fees are to be paid within 30 days of receipt of notification. Failure to remit said fee within 30 days of the notice thereof, the Township of Pennsauken may enforce same through the Municipal Court of the Township of Pennsauken.
(3) 
Emergency medical services dispatches which were reasonably believed to be life-threatening or an emergency at the time of occurrence, later to be deemed nonemergency, shall not be counted as a violation of this section.
B. 
Appeal of fees.
(1) 
A person or entity issued a fee under this section may appeal assessment of a fee to the Township of Pennsauken Administrator and Fire Chief by filing a written request for a review of the situation leading to the issuance of the fee within 10 days of receipt of the fee notice. The filing of an appeal of the fee shall stay the assessment of the fee until the Fire Chief and Administrator renders a final decision on the appeal.
(2) 
The decision on the appeal shall be made on the basis of a preponderance of the evidence presented from the party filing the appeal, as well as any information received from the Pennsauken Fire Department. The Township of Pennsauken shall render a decision on an appeal of a fee within 30 days of receipt of the appeal.
