The standing committees and commissions as appointed by the
Mayor by and with the consent of the Council shall, in addition to
advising the governing body on all matters referred to them from time
to time, have continuing duties as hereinafter prescribed. All standing
committee appointments in force July 1, 1995, shall be saved and such
appointments continue in full force and effect until the expiration
of the term for which made.
