The purpose of this chapter is to conserve the forest of the Town of Rock Hall. Forest and individual trees greatly contribute to the quality of life in Rock Hall, the health of the natural ecosystem, and the health and welfare of the citizens of Rock Hall. The County's economic health depends heavily on its natural resources of which forests are a major component.
B. 
Forested areas play a critical role in the improvement and maintenance of water, soil, and air quality. In particular, forests absorb CO2, reduce local air temperatures, filter particulates, absorb gaseous pollutants, hold soil in place, improves soil permeability, filters nutrients, sediment, and pollutants, prevent the heating of water in summer and rapid cooling or water in winter and provide habitat for wildlife. Forest along waterways play a particularly crucial role in maintaining water quality and a healthy aquatic community.
C. 
It is not the intent of the law to place unreasonable restrictions on development. Rather it aims to maximize the benefits of forest in a cooperative effort with development, thereby retaining forested land in Rock Hall and improving the environment of both developed and undeveloped areas.
