(a) 
All ROW users or permit holders shall submit a traffic-control plan to the city’s traffic engineering department for any lane closures or any work that encroaches on the roadway or in an area in which traffic will be disrupted.
(b) 
All traffic-control devices must conform to the latest TMUTCD.

The city engineer may require that work be performed at non-peak hours, if deemed to be necessary in the interest of public safety and/or to avoid traffic congestion.

The city’s traffic engineering department may revoke any traffic-control permit if traffic-control devices:
(1) 
Are not in compliance with the latest TMUTCD requirements.
(2) 
Are not maintained, clean, visible, and reflective to the traveling public.
(3) 
Are continually in disarray or unsafely arranged.
