For the purposes of this division “the board” shall mean the Lubbock Public Library Advisory Board.

There is hereby created and established a library board to be composed of ten (10) members, and such board shall be officially designated as the Lubbock Libraries Board. The library director shall be an ex officio member of the library board, without voting privileges, and shall act in an advisory capacity to the board. Eight (8) members of such board shall be appointed by the city council and shall hold their office for a term of three (3) years. Each member shall be entitled to appoint one (1) member of such board from that councilmember’s district. The mayor shall be entitled to appoint two (2) members of such board. Subject to city council approval, the ninth member of the board shall be each newly elected president of the Friends of the Lubbock Public Library, and the tenth member of the board shall be each newly elected president of the South Plains Genealogical Society.

No person shall be appointed as a member of the board unless he shall be a resident of the City of Lubbock. The agendas and minutes of each meeting will be filed with the city secretary. The attendance of the entire board shall be recorded by the city secretary.

The board shall appoint a chairman, a vice-chairman, and a secretary from among its members. It shall be the duty of the chairman to preside at all meetings of the board. The vice-chairman shall assume the duties of the chairman in his absence and perform such other duties as are assigned by the board. The secretary shall keep a record of all the proceedings of the board, which record shall upon the request of the city council, be delivered to it for its inspection and review.

All recommendations made by the board, to the city council shall be by the concurring vote of six (6) members of the board; provided, however, that this provision shall not exclude a minority recommendation which is hereby authorized to be made in writing by less than a majority of the members of the board. A majority of the total membership of the board shall constitute a quorum for the transaction of all matters to be considered by the board.

Upon the death, resignation, removal or expiration of the terms of office of any of the eight council-appointed members of the board, the city council shall nominate and appoint a successor as a member of the board who shall hold his membership for the unexpired term of the member he is appointed to succeed, or for the term of three (3) years, when the appointment is made due to the expiration of a board member’s term. Replacement for the ninth and tenth members shall be a nominee recommended by each of the respective organizations and presented to city council for approval of said nomination.

The board is and shall constitute an advisory board to the city council with authority to make recommendations from time to time, on matters pertaining to the library system.
