The city council hereby authorized assignment pay in addition to the regular pay received by civil service members of the following named divisions of the Lubbock Fire Department due to the specialized functions of such members:
(1) 
Fire prevention division (except for fire marshal).
(2) 
Fire training division.
(3) 
TCFP haz-mat technician.
(4) 
Heavy rescue technician.
(5) 
SCUBA technician (diver).
(6) 
SCBA technician (airpacks).
(7) 
TCFP intermediate instructor (only if assigned to training division).
(8) 
TCFP advanced instructor (only if assigned to training division).
(9) 
TCFP master instructor (only if assigned to training division).
(10) 
Certified fitness coordinator.
(11) 
Medical training positions.
(12) 
Assistant fire marshal (only if assigned to fire prevention section).
(13) 
Deputy fire marshal (only if assigned to fire prevention section).
(14) 
Fire investigator (only if assigned to fire prevention section).
(15) 
Fire inspector (only if assigned to fire prevention section).
(16) 
Asbestos abatement team member.

Assignment pay for eligible civil service members of the Lubbock Fire Department shall be such rate as is established by the City of Lubbock budget and approved by the city council.

The city council hereby authorizes assignment pay in addition to the regular pay received by civil service members of the Lubbock Police Department who perform the specialized function of field training officer.

Assignment pay for eligible civil service members of the Lubbock Police Department shall be such rate as is established by the City of Lubbock budget.

(a) 
Applicability.
Provisions of this section will apply in all matters concerning certification pay for civil service members of the fire department of the City of Lubbock.
(b) 
Provisions and requirements.
Members who make application and qualify for certification pay in accordance the provisions of this section may receive such pay so long as such requirements are met.
(c) 
Fire department certification pay.
The term “fire department certification pay” shall relate to pay which is offered upon successfully meeting the requirements set by the Texas Commission on Fire Protection for certification in the following specific areas:
(1) 
TCFP haz-mat technician.
(2) 
TCFP ARFF.
(3) 
TCFP intermediate firefighter.
(4) 
TCFP advanced firefighter.
(5) 
TCFP master firefighter.
(6) 
TCFP intermediate instructor.
(7) 
TCFP advanced instructor.
(8) 
TCFP master instructor.
(d) 
Continuing eligibility.
In order to have continuing eligibility for certification pay as provided in subsection (a) of this section, members of the fire department shall comply with the following provisions:
(1) 
After becoming eligible for fire department certification pay, each member of the fire department, in order to continue such eligibility, is hereby required (within each calendar year after the year in which such member becomes eligible for such certification pay) to successfully continue to meet all requirements of the Texas Commission on Fire Protection regarding such certification(s).
(2) 
In the event that eligibility for fire department certification pay, as set by the Texas Commission on Fire Protection, is not maintained by any member of the fire department, such member’s certification pay shall terminate on the date upon which the said commission revokes, cancels or suspends the member’s certification.
(3) 
Eligibility for fire department certification pay may be reestablished one year after the date of loss of eligibility by said member of the fire department successfully meeting the requirements set by the Texas Commission on Fire Protection.
(e) 
Authority.
It is hereby determined that the City of Lubbock, Texas, has a population of over twenty thousand (20,000), and this section is passed pursuant to the authority of the V.T.C.A., Local Government Code section 143.044.
(f) 
Fire chief.
In accordance with said V.T.C.A., Local Government Code section 143.044, the provisions of this section relating to certification pay shall be inapplicable in every particular to the fire chief.
