The following terms when used in this article shall have the meanings respectively ascribed to them:
Boat trailer.
A trailer or semitrailer which is designed and constructed to carry a jet ski, barge, sailboat, motorboat or other vessel used upon any body of water.
Bus.
Every motor vehicle designed for carrying more than ten (10) passengers and used for the transportation of persons, and every motor vehicle other than a taxicab, designed and used for the transportation of persons for compensation.
Commercial motor vehicle.
A motor vehicle designed or used for the transportation of property, or for delivery purposes, not including a passenger bus, passenger automobile, motorcycle, panel delivery truck or pickup truck or vehicle used in the delivery of the United States mail, having a manufacturer rated carrying capacity of one ton or over or a gross vehicle weight of 11,000 pounds or over or having more than two (2) axles.
Farm tractor.
Every motor vehicle designed and used primarily as a farm implement for drawing plows, mowing machines and other implement(s) of husbandry.
Heavy load vehicle.
A self-propelled vehicle having a manufacturer’s recommended gross vehicle weight (GVW) of greater than 11,000 pounds, such as large recreational vehicles, tractor-trailers, buses, vans, and other similar vehicles. The term “truck” shall be construed to mean “heavy load vehicle” unless specifically stated otherwise.
Implement(s) of husbandry.
Every vehicle designed and adopted for use as a farm implement, machinery or tool as used in tilling the soil, but shall not include any passenger vehicle.
Mobile home/HUD-code manufactured housing.
Structures/vehicles as defined by state law, Texas Revised Civil Statutes Ann. section 5221f, as amended.
Park, parking.
The standing of a vehicle, whether occupied or not, other than temporarily for the purpose of and while actually engaged in loading or unloading merchandise or passengers.
Pole trailer.
A vehicle without motive power designed to be drawn by another vehicle and attached to the towing vehicle by means of a reach or pole, or by being boomed, or otherwise secured to the towing vehicle, and ordinarily used for transporting long or irregularly shaped loads such as poles, pipes, or structural members capable, generally, of sustaining themselves as beams between the supporting connections.
Recreational vehicle/travel trailer/camper.
A vehicular portable structure designed for a temporary or short-term occupancy for travel, recreation or vacation. The term does not apply to mobile homes or HUD-code manufactured housing which are designed for year-round occupancy.
Semitrailer.
A vehicle designed with or without motive power, other than a pole trailer, for carrying persons, animals or property, or used with a motor vehicle so that part of the weight of the vehicle and its load rests on, or is carried by, another vehicle.
Trailer.
A vehicle that is designed or used to carry a load wholly on its own structure and is drawn or designed to be drawn by a motor vehicle.
Truck-tractor.
A motor vehicle designed or used primarily for drawing another vehicle and not constructed to carry a load other than a part of the weight of the vehicle and load to be drawn.
Vehicle.
For purposes of this article shall mean to refer to any of the enumerated types of vehicles, trailers or trucks stated herein.

(a) 
Prohibitions and limitations.
Except as provided in section 12.10.004 below, it shall be unlawful for any person or any owner to leave, park or stand any boat or boat trailer, truck-tractor, road tractor, truck trailer, semi-trailer, pole trailer, bus or any other commercial motor vehicle with a rated capacity in excess of one ton according to the manufacturer’s classification or over 11,000 pounds gross vehicle weight or over or containing more than two (2) axles, upon any public or private street, parkway, boulevard, or public place within or adjacent to any residence district as may be established in the city zoning regulations. This section shall not prevent the parking or standing of the above-described vehicles in loading zones for the purpose of expeditiously loading and unloading passengers, freight or merchandise.
(b) 
Blocking traffic.
It shall be unlawful for any person or any owner to leave, park or stand any truck-tractor, road tractor, truck trailer, semi-trailer, pole trailer or any other commercial motor vehicle with a rated capacity in excess of one ton according to the manufacturer’s classification or over 11,000 pounds gross vehicle weight or over or containing more than two (2) axles, or any camper, travel trailer, mobile home, house trailer, boat trailer, stock trailer, bus, or any other type of trailer upon any public street, alley, parkway, or boulevard in such a manner as to block the flow of traffic upon the public street, alley, parkway or boulevard.

It shall be unlawful for any person to place, leave standing, or store any property, structure or any obstruction in or on any public street, alley, sidewalk, public right-of-way or other public property of the city for a time period of more than 24 (twenty-four) hours, and such is hereby declared a public nuisance.

These provisions shall not apply to:
(1) 
The temporary parking or standing of said vehicles, for the purpose of loading or unloading passengers or contents, including but not limited to buses taking on and discharging passengers at customary bus stops or other vehicles parked in designated loading zones;
(2) 
The connection or disconnection of such vehicles or trailers;
(3) 
Street construction, maintenance and repair equipment;
(4) 
Trucks, equipment, trailers and vehicles used by public service utilities;
(5) 
A vehicle with a mechanical defect, making it unsafe to proceed further, in which event it shall be lawful to stand or park the vehicle during the time to make emergency repairs;
(6) 
The performance of the function for which the vehicle was intended; provided, however, that the permitted activities herein stated shall occur during the hours of 7:00 a.m. to 10:00 p.m. and shall be of only the necessary duration to accomplish the permitted activity;
(7) 
Public service utility vehicles; and
(8) 
Emergency vehicles.
