Adequate space for off-street parking of motor vehicles shall be provided and maintained for each building, structure, or use hereafter erected, altered, or established, exclusive of any public right-of-way. A minimum of 162 square feet (9' x 18'), exclusive of drives, entrances and exits, shall comprise one vehicular parking space. The minimum number of off-street parking spaces by type of use shall be determined in accordance with the following schedule.

One space for each 200 square feet of floor area

Medical and Dental Clinics
Three spaces for each doctor or dentist and office in clinic

Restaurant and other eating and drinking establishments
One space for each 200 square feet of floor area used for the establishment
D.
Auto Repair, Gasoline Station
One space for each 200 square feet of floor area devoted to repair and service facilities and one space for each employee
E.
Bowling Alley
Six spaces for each alley.
F.
Other Commercial Recreation
One space for each 200 square feet of floor or ground area
G.
Theater, Auditorium, Stadium or other place of Public or Private Assembly
One space for each four seats provided, or intended capacity
3.
Industrial
A.
Industrial Plants and related activities
One space for each two employees in the largest working shift plus one space for each 200 square feet of company office gross floor area or four spaces, whichever is largest.
B.
Warehousing, wholesale and storage establishments
One space for each two employees in the largest working shift plus one space for each 200 square feet of company office gross floor area or four spaces, whichever is largest.
C.
Visitor Parking
One space for each 200 square feet of company office gross floor area or 4 spaces, whichever is largest
4.
Public and Semi-Public Areas
A.
Churches
One space for each four seats provided, in main assembly room
B.
Elementary, High School and Similar Educational Facilities
One space for each two teachers, employees or administrators, one space for each 10 students
C.
Hospitals, Sanitariums, Convalescent Homes and Similar Uses
One space for each five beds, and one space for each two employees on the staff

For a specific building or use not scheduled, the Zoning Officer shall apply the unit of measurement of the above schedule deemed to be the most similar to the proposed building or use.

One or more parking lots may be designed to service a multiple number of commercial or industrial businesses so long as the total requirement shall be equal to the sum of the requirements of the component uses computed separately.

Off-street parking facilities existing at the effective date of this chapter shall not subsequently be reduced to an amount less than that required under this Part for the particular district.

When required parking computation results in fractions, any fraction below 1/2 may be disregarded and any fraction 1/2 or more shall be construed to require a full space.

All required parking areas and all access drives for commercial or industrial uses shall have a hard homogenous all-weather surface approved by the Borough Council.

Automotive vehicles or trailers of any kind or type without current registration and/or current state inspection shall not be parked or stored on any street or on any property other than in a completely closed building. This prohibition shall not apply to automotive vehicles or trailers parked or stored on property zoned and used in connection with car or automotive dealerships, automotive repair businesses and/or licensed state inspection facilities.

In no case shall a parking facility be used for sales, repair work, storage, dismantling or servicing of any vehicles, equipment, materials or supplies.

No loading space shall be required for commercial or industrial buildings having a floor area of less than 5,000 square feet. Commercial or Industrial buildings with a floor area of more than 5,000 square feet shall provide one loading space on the lot for each 12,000 square feet of floor area or fraction thereof. Where such space is located in such a manner that a truck must back directly into the loading space, a maneuvering space of 50 feet shall be provided. The width of the loading space shall be not less than 50 feet in length. A minimum vertical clearance of 15 1/2 feet shall be provided for trucks. All loading spaces shall be paved with a homogenous all-weather surface approved by the Borough Council.

For the purpose of determining accessory off-street parking requirements, definitions and standards shall be as follows:
ACCESSORY PARKING SPACE
An open or enclosed area exclusive of any public right-of-way, accessible from a street for parking of motor vehicles of owners, occupants, employees, customers or tenants of the main building or use; each parking space shall be 200 square feet in size to accommodate at least one automobile.
FLOOR AREA
The total area of all the floors measured from the exterior faces of the building (except the floor area used for storage or packaging of merchandise may be excluded).
REQUIRED MINIMUM PARKING SPACES
The minimum number of spaces required by applying the schedule in § 1201 of this Part 12 to a specific building or group of buildings.
SEAT
The number of seating units installed or indicated, or each 24 lineal inches of benches, pews, or space for loose chairs or similar seating facilities; spacing of rows shall be 30 inches on center.
