There are hereby created the following departments of the city government:
(1) 
Administrative;
(2) 
Water/sewer;
(3) 
Streets;
(4) 
Parks;
(5) 
Police;
(6) 
Fire; and
(7) 
Law.

(a) 
The administrative department shall be under the control of the city secretary, who shall be directly responsible to the city council.
(b) 
The water/sewer department shall be under the control and supervision of the water and sewer superintendent, who shall be directly responsible to the city secretary.
(c) 
The street department shall be under the control and supervision of the street superintendent, who shall be directly responsible to the city secretary.
(d) 
The parks department shall be under the control and supervision of the parks superintendent, who shall be directly responsible to the city secretary.
(e) 
The police department shall be under the supervision and control of the chief of police, who shall be directly responsible to the city secretary.
(f) 
The fire department shall continue under the direction of the fire chief selected and approved as heretofore by the members of the department and the city council, and he/she shall be directly responsible to the city secretary.
(g) 
The department of law shall be composed of a city judge and city attorney, each of whom shall be directly responsible to the city council for their performance in these respective offices.
(h) 
The city manager is hereby authorized to organize the library department as necessary to ensure the continued operations of the library.
