Seasonal vendor.
An individual or group of individuals who shall operate a business for a single period each year lasting no longer than 90 consecutive calendar days and shall be allowed to operate from a mobile facility without restroom and utility connections otherwise required of year-round establishments.

(a) 
Seasonal vendors shall file an application for permit from the building official at least 10 days prior to their prospective opening each year and therein shall designate a starting date for their 90-day period of operation.
(b) 
A nonrefundable fee of $300.00 per year shall be collected from the vendor at the time of the application.

All vendors must provide business license information and written permission from the property owner for where the unit will be located. Vendors selling prepared foods must also provide a health certificate.

After application submission, but prior to opening, the vendor’s mobile facility shall be inspected by the city code inspector for compliance with all other city ordinances. The city code inspector shall have broad discretion with regard to placement of a mobile facility, with citizens’ health and safety being the primary consideration.

(a) 
A seasonal vendor, as well as any mobile facility utilized by same, shall be eligible for only one 90-day period of operation per calendar year.
(b) 
No other individual or group may apply for a seasonal permit using the same mobile unit previously permitted by another within the same calendar year.
(c) 
No seasonal vendor will be allowed to operate more than one (1) unit per permit.
