(a) 
No person shall ride or drive any animal or operate a vehicle on any street, alley, or highway in the city limits at a speed greater than is reasonable and prudent under the conditions and having due regard to the actual and potential hazards then existing. In any event, speed shall be so controlled as may be necessary to avoid colliding with any person, vehicle, or other conveyance or on entering a highway in compliance with legal requirements and it shall be the duty of all persons to use due care.
(b) 
If any person shall operate or drive any motor vehicle or other vehicle within the corporate limits of the city on any street or highway at a greater speed than thirty (30) miles per hour, or in any alley or park at a greater speed than fifteen (15) miles per hour, it shall be prima facie evidence of violation of this section, unless signs are erected designating another speed limit.

Whenever the city shall determine upon the basis of an engineering and/or traffic investigation that the thirty (30) miles per hour speed hereinbefore set forth is greater or less than is reasonable or safe under conditions found to exist at any intersection or other place or upon any part of any street or highway, the city shall, upon authorization by the city council by appropriate ordinance, establish such speed limit as shall be effective at all times when appropriate signs giving notice thereof are erected at such intersection or other place or part of the highway or street.

No person shall drive a motor vehicle at such a slow speed as to impede the normal reasonable movement of traffic, except when reduced speed is necessary for safe operation or in compliance with law, or at the direction of a law enforcement officer.

Any and all ordinances or parts of ordinances relating to speed zones on state highways in the city are hereby rescinded and the following are additional specifically designated areas in which a rate of speed of thirty (30) miles per hour or more is authorized:
(1) 
U.S. Highway 77 and State Highway 36, for traffic moving in both directions, for the first 0.298 mile from the junction with U.S. Highway 190 the speed limit shall be thirty (30) miles per hour. For the next 0.252 mile the speed limit shall be thirty-five (35) miles per hour. For the next 0.241 mile to the south city limit the speed limit shall be fifty (50) miles per hour;
(2) 
(A) 
U.S. Highway 77 and U.S. Highway 190, for traffic moving in a southerly direction, for the first 0.219 mile from the north city limit the speed limit shall be fifty (50) miles per hour. For the next 0.200 mile the speed limit shall be forty-five (45) miles per hour. For the next 0.400 mile the speed limit shall be forty (40) miles per hour. For the next 0.200 mile the speed limit shall be thirty (30) miles per hour. For the next 0.302 mile the speed limit shall be forty (40) miles per hour. For the next 0.205 mile the speed limit shall be forty-five (45) miles per hour. For the next 0.460 mile to the west city limit, the speed limit shall be fifty (50) miles per hour;
(B) 
For traffic moving in an easterly direction for the first 0.460 mile from the west city limit, the speed limit shall be fifty-five (55) miles per hour. For the next 0.205 mile the speed limit shall be forty-five (45) miles per hour. For the next 0.302 mile the speed limit shall be forty (40) miles per hour. For the next 0.200 mile the speed limit shall be thirty (30) miles per hour. For the next 0.600 mile the speed limit shall be forty (40) miles per hour. For the next 0.219 mile to the north city limit, the speed limit shall be fifty (50) miles per hour;
(3) 
Farm to Market Road 845, for traffic moving in both directions, for the first 0.188 mile from the west city limit, the speed limit shall be forty (40) miles per hour. For the next 0.501 mile, the junction with Farm to Market Road 1600, the speed limit shall be thirty (30) miles per hour;
(4) 
Farm to Market Road 1600, for traffic moving in both directions, for the first 0.964 mile from the junction with U.S. Highway 190, the speed limit shall be thirty (30) miles per hour. For the next 0.064 mile to the south city limit, the speed limit shall be forty-five (45) miles per hour; and
(5) 
Farm to Market Road 2269, for traffic moving in both directions, from the junction with U.S. Highway 190 to the north city limit, for a distance of 0.145 mile, the speed limit shall be forty-five (45) miles per hour.
