The city does hereby elect to have the public utility commission
of the state exercise exclusive original jurisdiction over electric
utility rates within the existing and future incorporated limits of
the city.

The city hereby expressly retains the exclusive original jurisdiction
over the rates, operations and services of water and sewer utilities
within the existing and future incorporated limits of the city.

All utility customers will be charged a monthly fee on the utility bill for the purpose of mosquito control as set forth in appendix A of this code. The fees and charges are established and shall be in addition to any fees otherwise required pursuant to this section.
