The requirements and standards of design set out in this article shall apply to all subdivisions.

In all subdivisions, the arrangement, character, extent, width, grade and location of all streets shall conform to the Comprehensive Plan for the Town and shall be considered in their relation to existing and planned streets, to topographical conditions, to public convenience and safety and in their appropriate relation to the proposed uses of land to be served by such streets.
Where a subdivision abuts or contains an existing or proposed primary highway, the Town Council may require marginal access streets, reverse frontage with screen planting contained in a nonaccess reservation along the rear property line, deep lots with rear service alleys or such treatment as may be necessary for advance protection of residential properties and to afford separation of through and local traffic.
In subdivisions, street jogs with center-line offsets of less than 125 feet shall be avoided.
In subdivisions, streets shall be laid out so as to intersect, as nearly as possible, at right angles, and no street shall intersect another street at less than 60°.
In subdivisions, the minimum right-of-way width of streets shall be 50 feet.
In subdivisions, half-streets shall be prohibited except where the Town Council finds it will be practicable to require the dedication of the other half when the adjoining property is subdivided.
In subdivisions, no street grade shall be more than 12% or less than 1/2 of 1%. A grade of 0.0 or a flat grade is acceptable as long as it is properly crowned or raised in the middle and provision is made to carry the runoff water.
In subdivisions, alleys shall be provided in the rear of lots to be used for business purposes and in residential lots where the subdivider shows evidence to the Town Council of the need for alleys. No alley shall be less than 20 feet wide.
A.
Dead-end streets or culs-de-sac. Dead-end streets or culs-de-sac shall be designed so that turnarounds at the closed ends shall have a minimum radius to the outside right-of-way line of at least 50 feet. They shall not be over 600 feet in length.
B.
Townhouse culs-de-sac. Townhouse culs-de-sac shall be designed so that turnarounds at the closed ends shall have a minimum radius to the outside right-of-way line of at least 50 feet. They shall not be over 600 feet in length. No more than 25 dwelling units shall be served by any cul-de-sac.
Concrete monuments of a type approved by the Town Council shall be set at all corners and angle points of the boundaries of the original tract to be subdivided and at all street intersections.
In subdivisions, blocks shall not exceed 1,200 feet in length, and they shall not be less than 400 feet in length.
Blocks shall be wide enough to allow for two tiers of lots of minimum depth, except where prevented by topographical conditions or size of property, in which case the Town Council may alter the size.
In all subdivisions, the arrangement of lots shall be at right angles to street lines if possible or radial to curved street lines.

In subdivisions, each lot shall front on a public street or on a dedicated street connected to a public street with a right-of-way not less than 50 feet wide, except that a lot on a private road approved by the Town Council pursuant to § 141-48 shall be exempt from this requirement.

The minimum lot size for each zoning category is as set forth in Chapter 175, Zoning.
In subdivisions, side lot lines shall be at right angles or radial to street lines.
Due consideration with reference to subdivisions shall be given by all subdividers and by the Town Council to sites for schools and other public uses.
The Town Council may require easements in subdivisions up to 15 feet in width for poles, wire, conduits, storm and sanitary sewer, gas, water and heat mains and other public utilities along all rear lot lines and side lot lines.
With reference to subdivisions, a boundary traverse shall be run and all other surveyed dimensions shown on the plat shall be to an accuracy of one part to 5,000.

Setback regulations shall be as provided in Chapter 175, Zoning.
All remnants of lots below minimum size left over after subdividing of a tract must be added to adjacent lots or otherwise disposed of rather than allowed to remain as unusable parcels.
