In all subdivisions, the arrangement, character, extent, width, grade and location of all streets shall conform to the Comprehensive Plan for the Town and shall be considered in their relation to existing and planned streets, to topographical conditions, to public convenience and safety and in their appropriate relation to the proposed uses of land to be served by such streets.
Where a subdivision abuts or contains an existing or proposed primary highway, the Town Council may require marginal access streets, reverse frontage with screen planting contained in a nonaccess reservation along the rear property line, deep lots with rear service alleys or such treatment as may be necessary for advance protection of residential properties and to afford separation of through and local traffic.
In subdivisions, half-streets shall be prohibited except where the Town Council finds it will be practicable to require the dedication of the other half when the adjoining property is subdivided.
In subdivisions, no street grade shall be more than 12% or less than 1/2 of 1%. A grade of 0.0 or a flat grade is acceptable as long as it is properly crowned or raised in the middle and provision is made to carry the runoff water.
In subdivisions, proposed streets that are in alignment with existing streets already named shall bear their names. No new street shall duplicate names of existing streets.

In subdivisions, alleys shall be provided in the rear of lots to be used for business purposes and in residential lots where the subdivider shows evidence to the Town Council of the need for alleys. No alley shall be less than 20 feet wide.
A. 
Dead-end streets or culs-de-sac. Dead-end streets or culs-de-sac shall be designed so that turnarounds at the closed ends shall have a minimum radius to the outside right-of-way line of at least 50 feet. They shall not be over 600 feet in length.
B. 
Townhouse culs-de-sac. Townhouse culs-de-sac shall be designed so that turnarounds at the closed ends shall have a minimum radius to the outside right-of-way line of at least 50 feet. They shall not be over 600 feet in length. No more than 25 dwelling units shall be served by any cul-de-sac.
Concrete monuments of a type approved by the Town Council shall be set at all corners and angle points of the boundaries of the original tract to be subdivided and at all street intersections.

In subdivisions, each lot shall front on a public street or on a dedicated street connected to a public street with a right-of-way not less than 50 feet wide, except that a lot on a private road approved by the Town Council pursuant to § 141-48 shall be exempt from this requirement.

A. 
The minimum width of corner lots at the setback line shall be not less than 120 feet or as otherwise herein specified.
B. 
Corner lots in small lot subdivisions, as set forth in § 175-9 of Chapter 175, Zoning, shall be a minimum width of 50 feet at the setback line.
The Town Council may require easements in subdivisions up to 15 feet in width for poles, wire, conduits, storm and sanitary sewer, gas, water and heat mains and other public utilities along all rear lot lines and side lot lines.
