(a) 
Every person, firm or corporation desiring to engage in the business of plumbing (including installation of lawn sprinkling systems) in a capacity for which a license is required shall first obtain an appropriate license from the state.
(b) 
A permit may be issued to a homeowner for plumbing work to be done on his own home in which he resides, if in the judgment of the building official he is able to complete the work in accordance with the code adopted by this section. The homeowner may receive no assistance from any other person in the performance of the work. If the homeowner requires or receives any assistance from anyone under any circumstance, hired or otherwise, he shall be held in violation of this section of the code.
(c) 
All licensed plumbers who provide plumbing services within the city shall be registered as a plumbing contractor by the city on a form provided by the city. Each plumbing contractor so registered shall pay an annual fee as provided for in section A22.04.001 of the fee schedule found in appendix A to the Code of Ordinances. Registration shall expire one year from the date of registration.

(a) 
No person, firm or corporation except a licensed plumber, or a licensed irrigator when installing irrigation systems only, registered and operating under the plumbing code of the city shall connect any water service on the outlet side of the meter box. Whenever such plumber or irrigator shall use the water in testing the pipes or repairing fixtures, he or she shall, in every instance, before leaving the premises, see that the curb cock is left in the position he or she found it when he or she first opened the meter box, and it shall be the duty of such licensed plumber or licensed irrigator to notify the utility office department in every instance where he or she finds, or has reason to believe, that any meter, meter box or other waterworks equipment has been improperly tampered with. Such licensed plumber or licensed irrigator shall in no event disconnect a meter or any fitting in a meter box. Before leaving the premises, it shall be his or her duty to see that the meter box is securely in place and locked.
(b) 
It shall be unlawful for any licensed plumber to make any extension to any line or pipe (using water from city water mains) or to add any pipes or to change any pipes or line from one (1) water line, apartment, house, premises or meter, without first securing a permit for such changes. This applies to any water connections within or without the corporate limits of the city.
(c) 
In case any unauthorized connections or irrigation systems are found to have been made, fixtures added, and no permit taken for same, water shall be disconnected from such premises until corrections have been made and all permit fees have been paid.
(d) 
It shall be unlawful for any such licensed plumber or licensed irrigator to leave any trench, ditch or excavation on any public right-of-way, such as any sidewalk, street, alley, parkway or any other public way, left open for inspection, unless the same is properly barricaded and lighted, and when the work has been inspected and approved by the city, such plumber shall backfill and securely tamp any such trench, ditch or excavation so that the public right-of-way shall be safe for both pedestrian and vehicular travel. Failure to comply with this provision shall render such plumber primarily liable for any damage or injury to person or property resulting therefrom.
(e) 
Failure of any licensed plumber or licensed irrigator who does work, whether under a permit or in violation of this code without a permit, to promptly pay all charges and permit fees when a bill is rendered therefor by the utility office shall authorize the city, acting by and through its plumbing inspector, to withhold any further permits pending payment of such charges and fees.

(a) 
For the purpose of establishing uniform rules and regulations, the city hereby adopts the code known as the 2018 International Plumbing Code, including appendices A through E, inclusive, save and except such portions as are hereinafter amended or deleted, of which a true and correct copy has been and now is filed in the office of the city secretary, and the same is hereby adopted and incorporated as if fully set out at length herein, and the provisions thereof shall be considered in the construction, alteration or repair of all plumbing in or for the city.
(b) 
Any person violating any provision of said plumbing code shall be punished as provided in section 1.01.009 of this code.
