Three types of meetings are recognized:
(1) Regular
meetings will be held on the second Tuesday of each month. Meetings
will be held in the council chambers commencing at 6:30 p.m., preceded
by a work session at 5:00 p.m., unless otherwise posted.
(2) Special
meetings are subject to call by the mayor, city manager, or two members
of the city council with written notice to the city secretary. These
meetings will be held in council chambers unless otherwise posted.
(3) Workshop
meetings are subject to call by the mayor, city manager, or two members
of the city council with written notice to the city secretary. The
time, place, and purpose will be stated in each instance. Ordinarily,
no official council action will be taken at a workshop meeting.

The following procedures relate to the agenda for meetings of
the council:
(1) The
mayor, working with the city administrator, will determine what items
of business should come before the council.
(2) Any
councilmember may ask the mayor to place an item on the agenda for
discussion.
(3) An
item may be placed on the agenda at the request of two or more councilmembers.
The councilmembers requesting the agenda item will be responsible
for the presentation of the item at the meeting. Any staff assistance
should be requested through the city administrator’s office.
Agenda items must reach the city secretary’s office at city
hall by 12:00 p.m., Tuesday, of the week preceding regular council
meetings.
(4) Any
member of the city staff wishing to have an item placed on the agenda
shall submit that item to the city administrator’s office for
approval. The city administrator may establish procedures for submission
of routine items without his or her approval.
(5) The
agenda packets for all regular meetings will be delivered by staff
on the Friday afternoon preceding the meetings. Councilmembers or
staff shall not disclose to any third party material that is referenced
as being protected by the attorney-client privilege. At the conclusion
of the meeting, all material so marked should be returned to the city
administrator.
(6) The
city secretary’s office is responsible for seeing that notices
for all meetings of the council comply with the Open Meetings Law.
