A service fee for copying public records shall be established by resolution of the city council.

The city hereby establishes a fee for background checks of individuals made pursuant to the Brady Law. The chief of police of the city shall be responsible for conducting said background checks and shall collect said fee as established by resolution of the city council.

(a) 
A municipal official who is authorized to collect fees, fines, court costs or any other types of charge on behalf of the city may accept payment for any such fee, fine, court cost or other charge by credit card.
(b) 
Credit card payments for any fees, fines, court costs or other charge of the city shall be assessed a processing fee, as established by resolution of the city council. This processing fee shall be a flat and/or percentage fee or combination thereof and shall not exceed the maximum amount permitted by law.
(c) 
If, for any reason, a payment by credit card is not honored by the credit card company on which funds were drawn, the city shall collect a service charge from the person who owes the fee, fine, court cost or other charge in addition to the original fee, fine, court cost or other charge. The amount of the service charge may equal the fee charged for the collection of a check drawn on the account with insufficient funds.
(d) 
The municipal official collecting the processing fee or other service charge under this section shall deposit the fee or charge in the general fund of the municipality.

(a) 
All general and special fees and charges to be assessed and collected by the city as authorized by this code or any other code or ordinance of the city shall be as established by appropriate city council resolution, unless required by state law to be adopted by ordinance.
(b) 
The purpose of this article is to provide reference to such fees and charges which shall be assembled and maintained in a master fee resolution, and may be amended from time to time.
(c) 
In the event there is a conflict between a fee established by a code or ordinance and the provisions of such master fee resolution, the code or ordinance shall prevail.
(d) 
The city secretary shall publish such master fee schedule by posting the same on the city website and by providing copies to the public.
