As used in this article:
(1) 
Street.
Has the meaning assigned by section 10.03 of this Code.
(2) 
Street solicitation.
An in-person solicitation, whether orally, by display, or in writing:
(a) 
Requesting a ride, employment, goods, services, financial aid, monetary gifts or any article representing monetary value, for any purpose;
(b) 
Selling or offering for sale goods, services or publications;
(c) 
Distributing without remuneration goods, services, or publications; or
(d) 
Requesting signatures on a petition or opinions for a survey.

It shall be unlawful for any person, while located on any portion of a street, to engage in a street solicitation directed to, or intended to attract the attention of, the occupant of any vehicle stopped or traveling on the street.

(A) 
It shall be unlawful for a person, either personally or through an agent, to occupy public property within the City for the purpose of selling or offering to sell goods or services from public property except when doing so in connection with official government business.
(B) 
It is an affirmative defense to prosecution under this section that the person selling, distributing, or offering for sale goods or services:
(1) 
Is doing so on designated areas of public property by authority of a license, concession or other agreement with the City;
(2) 
Is selling, distributing or offering to sell food products in accordance with chapter 22 of this Code;
(3) 
Is selling, distributing or offering to sell goods or services in connection with a special event.
