(A) 
Grading and drainage plans for other than one- to two-family residential developments shall be provided to the City by the developer prior to building permit issuance on all projects.
(B) 
No person shall alter, change, modify, excavate or fill any lot, subdivision or development except in compliance with the GDC and the Technical Standards Manual issued by the City of Garland Department of Engineering. When any lot, development or subdivision has been altered, changed or modified without compliance with the GDC and the Technical Standards Manual issued by the City of Garland Department of Engineering, the Director of Engineering or Building Official may require the developer, at its own expense, to submit of proof of compliance, certified by a licensed engineer.

Any paving or drainage improvements shall be subject to Article VIII of this Chapter.

(A) 
New pavement which does not meet the minimum requirements as outlined in the City of Garland Technical Standards Manual and Standard Construction Details shall be replaced at the discretion of the Director of Engineering. The Director of Engineering may establish an allowable penalty policy in lieu of requiring total removal and replacement.
(B) 
The contractor shall be responsible for furnishing all laboratory tests necessary for testing new pavement. The testing laboratory used shall be under the management of a registered professional engineer.
