(A) Installation.
The installation of all materials shown on the approved screening
and landscaping plans must be inspected and approved by the Building
Inspection Department prior to issuance of a Certificate of Occupancy.
(B) If a
person applies for a Certificate of Occupancy during a season of the
year in which the City determines that it would be impractical to
plant trees, shrubs, groundcover or grass, the City may issue a temporary
Certificate of Occupancy conditioned on the owner’s compliance
with all landscaping requirements. The temporary Certificate of Occupancy
may be revoked on a date the City determines is reasonable, taking
into consideration the time of year, weather, and probable survivability
of the plants and landscaping.
(C) Maintenance.
The property owner is responsible for the maintenance of all
required landscaping, including, but not limited to, the following:
(1) Plant
material must be perpetually maintained in a healthy, vigorous, living,
and growing condition as is appropriate for the season of the year;
and
(2) Plant
materials that die must be replaced by the property owner with the
same plant variety (or an approved alternative) at the initial planting
size within thirty calendar days following notification by the City,
or within an alternative time period, not to exceed one hundred and
twenty calendar days, if such is approved by the Planning Director.
