In the matter of appointing qualified citizens of the city to a vacancy in any city office or position, any councilmember may place in nomination before the council the name of a candidate for such office or position. No vote shall be taken to fill any such office or position until all nominations thereto shall have been made.

Regular meetings of the city council for the transaction of the city’s business shall be held on the third Thursday of each month of the year, such meetings to be held in the city hall; provided that, in the event that the regular meeting date shall fall on a holiday or there exist other conditions which necessitate a change of meeting date, the same shall be done by majority vote of the council not less than two (2) weeks prior to said regular meeting date.

Special meetings of the city council for any purpose may be called by the mayor or, in the absence of the mayor, by the mayor pro tem, or on the application of any three (3) councilmembers. Notice of such meeting shall be given as required by state law.

An agenda for each regular or special council meeting shall be prepared and notice thereof given in accordance with state law. The principal administrator of the city shall prepare each agenda, which shall include such items of business as may by specified by the administrator or requested by any member of the governing body.

City council meetings shall be conducted pursuant to an agenda for the meeting published in accordance with applicable provisions of the Texas Open Meetings Law, and shall include where appropriate the following items:
(1) 
Executive session.
When matters are privileged to be discussed in executive session as provided by state law, any such session must appear on the agenda, identifying that portion of the Open Meetings Law permitting the subject(s) thereof to be taken up in executive session. All actions taken pursuant to executive session matters shall be taken in a portion of the meeting that is open to the public.
(2) 
Citizen comments.
A council agenda may include a time for the city council to hear comments from citizens present at the meeting concerning any matter affecting city government; provided that the council shall not deliberate or take action on such a matter unless the same is identified on the agenda of the meeting. Except for public hearings on matters on a meeting agenda, citizen comments may be limited by the chair to this portion of the agenda.
(3) 
Mayor and councilmember comments.
A council agenda shall include a time for the mayor and councilmembers to comment on matters on the agenda or other matters about which no action is provided for on the agenda. Provided that deliberation on matters of city government shall not take place during such comments unless the subject matter is identified on the agenda of the meeting.
(4) 
Work sessions.
The council may conduct, from time to time, meetings at which the affairs of city government are discussed but no action is to be taken. The subject matter of such work sessions shall be identified on the published agenda for the meeting and minutes shall be taken identifying such subject matter even though no action is taken.

All council meetings shall be conducted in an orderly fashion pursuant to generally accepted rules of parliamentary procedure. Robert’s Rules of Order are hereby adopted and shall govern the conduct of all meetings; provided that the city council may, by amendment to this article, adopt such additional rules of procedure, consistent with the rules hereby adopted, as the council may deem appropriate.
