Except as provided in sections 4.05.142 and 4.05.143, the holder of an alarm permit shall pay a service fee for false alarm notifications emitted from an alarm site, as provided in appendix A of this code.

If a person notifies the chief and applies for an alarm permit before the installation of a new alarm system, no service fee will be assessed during the first 60 days after installation and alarm notifications during that period will not be counted in determining when a service fee will be assessed.

If the responding police officer determines that an alarm notification was caused by a criminal offense, no service fee will be assessed for that notification and that notification will not be counted in determining when a service fee will be assessed.
