As used in this article:
The city administrator or other person designated by the
city council to manage and administer the water and sewer system of
the city.
Any person, firm, association of persons, or corporation,
including a public, private or municipal corporation.
The city waterworks system and mains, and all other works
of the city directly connected with the operation of such water system,
including the sanitary sewer system of the city.
