Regular meetings of the Village Board shall be determined by majority vote of the Village Board.
A. 
Special meetings may be called by the Village President, or by any two Village Trustees by written request, filed with the Village Clerk, who shall thereupon seasonably notify all Trustees of the time and place thereof pursuant to § 61.32, Wis. Stats.
B. 
The written request for any special meeting must state the purpose for which the meeting is to be called and no business shall be transacted but that for which the meeting has been called.
C. 
A special Village meeting may be recessed to a time and date certain if the resumed meeting is held within 30 days after the date of the originally scheduled meeting.
D. 
Special meetings shall comply with notice and other requirements of § 61.32, Wis. Stats.; Ch. 19, Wis. Stats.; and all other applicable Wisconsin State Statutes.

Meetings of the Village Board, Village commissions, and Village committees shall be open to the public as provided in Subchapter V, Ch. 19, §§ 19.81 through 19.98, Wis. Stats. Public notice of open meetings shall be given as provided in § 19.84, Wis. Stats.

The Village Board and subunits thereof may adjourn into closed session only for a permitted purpose as set forth in § 19.85, Wis. Stats.

The Village President shall preside at all Village Board meetings. In the absence of the President, the Vice President shall call the meeting to order and preside. If the President appears while the meeting is in session, the temporary presiding officer shall vacate the chair.

The presiding officer shall preserve order and decorum, and decide all questions of order and conduct for the proceedings of the meeting. The deliberations of the Board shall be conducted in accordance with rules of the Village Board and/or the parliamentary rules contained in Robert's Rules of Order Revised, which is incorporated in this section by reference. No person, other than a member, shall address the Board or commission without permission of the presiding officer. No ordinance, resolution or other motion shall be discussed or acted upon unless it has been seconded. No motion shall be withdrawn or amended without the consent of the person making the motion and the person seconding it.
Three Trustees, which may include the Village President, shall constitute a quorum of the Village Board. A majority of the members appointed to any other board or commission shall constitute a quorum. A majority vote of all members of the Board in favor of any proposed ordinance, resolution or appointment shall be necessary for passage or approval, unless a larger number is required by statute, law or other applicable rule.
Whenever any disturbance or disorderly conduct shall occur in any of the meetings of the Board, the President may cause the room to be cleared of all persons causing such disorderly conduct.
These rules or any part thereof may be temporarily suspended in connection with any matter under consideration by a recorded vote of 2/3 of the members present, but in no event shall the rules be suspended when there is less than a quorum of members present.
