The Village of Greenville, pursuant to §§ 61.195 and 66.0101, Wis. Stats., hereby elects not to be governed by those portions of § 61.19, Wis. Stats., which are in conflict with this article.
A. 
There is hereby established the office of the Village Administrator for the Village of Greenville, Wisconsin, in order to provide the Village with a more efficient, effective and responsible government.
B. 
The Administrator shall be selected on the basis of merit, with due regard to training, experience, administrative ability and general fitness for the position, by a majority vote of the Board. The Administrator shall be employed to serve for an indefinite term at the pleasure of the Board. The Village Administrator may be removed from office by a majority vote of the Village Board at any time. This subsection, however, shall not preclude the Board from establishing other employment terms and conditions not inconsistent with the provisions of this article or adopted employment policies of the Village of Greenville.
C. 
The position of Administrator may be combined with another appointed Village employee position by majority vote of the Board.
D. 
The Administrator, subject to the limitations defined in resolutions and ordinances of the Village of Greenville and Wisconsin Statutes, shall be the chief administrative officer of the Village responsible directly to the Board for the proper administration of business affairs of the Village, with the powers and duties as follows:
(1) 
General duties.
(a) 
Carry out the directives of the Board which require administrative implementation and reporting promptly to the Board any difficulties encountered herein.
(b) 
Be responsible for the administration of all day-to-day operations of the Village government, including the monitoring of all Village ordinances, resolutions, Board meeting minutes and state statutes.
(c) 
Prepare a plan of administration, including an organization chart which defines authority and responsibility for all nonelected positions of the Village, for submittal to the Village Board for adoption as the official organization and administrative procedure plan for the Village.
(d) 
Establish, when necessary, administrative procedures to increase the effectiveness and efficiency of Village government according to current practices in local government not inconsistent with Subsection D(1)(c) above or with the directives of the Board.
(e) 
Serve as an ex officio, nonvoting member of all boards, commissions, and committees of the Village, except as specified by the Board or Wisconsin State Statutes.
(f) 
Keep informed concerning current federal, state, and county legislation and administrative rules affecting the Village and submit appropriate reports and recommendations to the Board.
(g) 
Keep informed concerning the availability of federal, state and county funds for local programs; assist department heads and the Board in obtaining these funds under the direction of the Board.
(h) 
Represent the Village in matters involving legislative and intergovernmental affairs as authorized and directed as to that representation by the Board.
(i) 
Act as public information officer for the Village with the responsibility of assuring that the news media are kept informed about the operations of the Village and that all open meeting rules and regulations are followed.
(j) 
Establish and maintain procedures to facilitate communications between citizens and Village government to assure that complaints, grievances, recommendations, and other matters receive prompt attention by the responsible official and to assure that all such matters are expeditiously resolved.
(k) 
Promote the economic well-being and growth of the Village through public- and private-sector cooperation.

B. 
The Village Clerk shall be appointed by the Village Board for a term of indefinite duration based upon a nomination or recommendation by either the Village President or Village Administrator. The Village Clerk may be subject to termination at the discretion of the Village Administrator, subject to confirmation by the Village Board.
C. 
The powers and duties of the Village Clerk shall be as prescribed by § 61.25, Wis. Stats.

Pursuant to §§ 66.0101 and 61.195, Wis. Stats., the Village of Greenville hereby elects not to be governed by those portions of §§ 61.19 and 61.23, Wis. Stats., which relate to the selection and tenure of the Village Deputy Clerk.
B. 
The Village Deputy Clerk shall be appointed by the Village Clerk for a term of indefinite duration. The Village Deputy Clerk may be subject to termination at the discretion of the Village Clerk.
C. 
The Village Deputy Clerk may perform the duties of the Village Clerk in the absence, sickness, or other disability of the Village Clerk.

Pursuant to §§ 66.0101 and 61.195, Wis. Stats., the Village of Greenville hereby elects not to be governed by those portions of §§ 61.19 and 61.23, Wis. Stats., which relate to the selection and tenure of the Village Treasurer.
B. 
The Village Treasurer shall be appointed by the Village Board for a term of indefinite duration based upon a nomination or recommendation by either the Village President or Village Administrator. The Village Treasurer may be subject to termination at the discretion of the Village Administrator, subject to confirmation by the Village Board.
C. 
The powers and duties of the Village Treasurer shall be as prescribed by § 61.26, Wis. Stats.

Pursuant to §§ 66.0101 and 61.195, Wis. Stats., the Village of Greenville hereby elects not to be governed by those portions of §§ 61.19, 61.23 and 61.261, Wis. Stats., which relate to the selection and tenure of the Village Deputy Treasurer.
B. 
The Village Deputy Treasurer shall be appointed by the Village Treasurer, subject to approval by a majority of all the members of the Village Board, for a term of indefinite duration. The Village Deputy Treasurer may be subject to termination at the discretion of the Village Treasurer, subject to approval by a majority of all the members of the Village Board.
C. 
The Village Deputy Treasurer may perform the duties of the Village Treasurer in the absence, sickness or other disability of the Village Treasurer. The acts of the Village Deputy Treasurer shall be covered by official bond as the Village Board shall direct.

Pursuant to §§ 66.0101 and 61.195, Wis. Stats., the Village of Greenville hereby elects not to be governed by those portions of §§ 61.19 and 61.23, Wis. Stats., which relate to the selection and tenure of the Village Assessor.
B. 
Unless otherwise provided in a written agreement between the Village Board and the Village Assessor, he or she shall be appointed by the Village Board for a term of indefinite duration, based upon a nomination or recommendation by either the Village President or Village Administrator. The Village Assessor may be subject to termination at the discretion of the Village Administrator, subject to confirmation by the Village Board.
C. 
The powers and duties of the Village Assessor shall be as prescribed by § 61.27, Wis. Stats.
